Assistance provided includes application review for NEPA requirements. Duns # 005929810 Rationale for using other than a fixed price and/or competitive award: The work will be performed under a time-and-materials contract. The work is within the scope of the contract which was awarded as a GSA Multiple Award Schedule GS-00F-0092N, Task order-DE-DT0000517. The procurement was awarded through competitive means, and was not awarded as a fixed-price contract because it was not possible at the time of award of the contract to estimate accurately the extent or duration of the work or anticipate costs with any reasonable degree of confidence.
