Description
One (1) High Speed Dual Purpose Inserting System, to include one (1) bulk feeder. The system must have a means of putting up to six discrete inserts into package. All insert stations must be capable of handling pieces ranging in size from 3.5 inches x 6 inches to 8.5 inches x 11.05 inches and in thickness from a single sheet of 20 pound 8.5 inches x 11 inches laser copy paper up to multiple plies that reach.25 inches in thickness Each insert station must have a means of detecting misfeeds and double feeds. Stations must be capable of functioning properly at system’s full rated speed. Final throughput requirements to be agreed upon by Census and Manufacturer after samples are provided. Below are typical jobs and target speeds: Job #1 – Contents: Enclosure #1: 8.5” x 11”, 20 pound sheet of paper folded to 3.9” x 8.5” Outgoing Envelope: 4.2” x 9.5”, Flap 1.6”, Throat.9”, Diagonal seams 2” x 5” open window beginning 1.1” from left edge and.6” from the bottom – 5” side parallel to bottom edge of envelope. Target Speed: 7,000 packages per hour Job #2 – Contents: Enclosure #1: 8.5” x 11”, 20 pound sheet of paper folded to 3.9” x 8.5” Outgoing Envelope: 4.2” x 9.5”, Flap 1.6”, Throat.9”, no window Target Speed: 11,000 packages per hour Job #3 – Contents: Enclosure #1: 8.5” x 14”, 24 pound sheet of paper folded to 5.6” x 8.5” Enclosure #2: 8.5” x 14”, 24 pound sheet of paper folded to 5.6” x 8.5” Enclosure #3: 5.8” x 8.7”, Business Reply Envelope Outgoing Envelope: 6.05” x 9.45”, Flap 1.85”, Throat 1.35”, Diagonal Seams, 2.5” x 5” Glassine window beginning 1.1” from right edge and 1.45” from the bottom – 5” side parallel to bottom edge of envelope. Target Speed: 2,000 packages per hour The System must provide the following characteristics: This system is NOT to include a “turn over unit” what so ever. Each station must be capable of handling the Business Reply Envelopes listed in Jobs 3, 4, 5, and 6. Vendor, prior to bid, shall test each job listed for at least 30 minutes and provide results to Census with proposal. At minimum results must include: job number, total number processed, and time to process. After delivery and assembly of equipment, vendor will again test each job listed for at least 60 minutes and provide results to Census. At minimum results must include: job number, total number processed and time to process. A means of feeding outside envelopes ranging in size from 4” x 6” to 10” x 13”. Envelopes will include the following types: No windows, glassine, and open window. Capable of inserting an accumulated package up to.375” in thickness. **Two (2) output counters are needed with machine one in the main controller and one near the outpput before conveyor. The counter near the output needs to be located before conveyor in order for catcher to view count. A means of sealing the package after assembly. It must have a no-seal option, and must seal by applying water to pre-gummed envelope flaps. (Sealed envelopes MUST be neat in appearance. Accurate means of counting the assembled packages and retain the count after system is powered off. The counter must be easy for operator to reset. Means of conveying or stacking the assembled packages. Provide a means of alerting operators to malfunctions, mechanical errors, software conflicts and other errors. Must NOT produce a sound level that requires hearing protection as set by OSHA. Vendor will provide a 90 Day Warranty Period on entire system to include parts, labor, and any other vendor related expenses. Vendor will provide an Option for a Full Service Maintenance Agreement for the system for a term of one (1) year after Warranty Period expires. The Agreement shall cover all parts, software upgrades, labor, and any other vendor related expenses. Coverage shall be from 7:00a.m. to 4:00p.m., Monday through Friday (5 days x 8 hour coverage). Include in your proposal a quote for an additional 5 days x 16 hour coverage and 7 days x 24 hour coverage. Vendor will provide on-site operator Training for up to thirty (30) Census employees. Vendor will also provide limited on-site Technical Training for up to eleven (11) Census employees, to include all service manuals, including operator, service, and technical manuals for system. Plus, vendor will provide any schematics of logic diagrams required for In-House maintenance and trouble-shooting and a list of the recommended on site parts. Vendor will provide written Lock Out/Tag Out procedures specific to system.
