Description
This Sources Sought/Market Survey has been modified to provide details on responses and extend the time to respond to 9 Sept 2009. The Southeast Regional Contracting Office, Fort Stewart, GA is conducting a market survey to determine the sizes and types of businesses available for a firm fixed-price contract for Locating Underground Utilities. ***ADDED****The Government seeks a brief overview of the companies capabilities operations and techniques; work performed of a similar size and scope; previous experience performing work on a military installation; manpower available; Use of new or emerging technology and equipment used for location. Response should be 5 pages but no more than 10. An area of primary concern is detection of non-metallic utilities without metallic trace lines. The installation has also had difficulties locating natural gas and propane lines. Current records may no be accurate. Historical number of locates in the last year were 1500.***END OF ADD*** Scope of Work The contractor shall provide personnel, management, equipment, material, transportation, and communication to locate underground utilities and complete/approve excavation permits, in accordance with this Performance Work Statement and the Utility Protection Center of Georgia (UPC) laws and policies, (consisting of the Georgia Dig Law, the Georgia Overhead Law, Ticket Size Policy, APWA Color Code Requirements, APWA Guidelines and CGA Best Practices) for all Government and private entities performing construction, maintenance and repair or unit sponsored self help where excavating or design locates are required. The contractor shall locate all gas and fuel lines, water lines, electrical lines to include secondary electricity, airfield lighting, low voltage, fire systems, sewer lines, roof drain lines, storm drain lines, industrial waste lines, chilled water lines, high temperature water lines, irrigation systems and DPW non fiber computer lines in the excavation areas at Fort Stewart and Hunter Army Airfield (HAAF). These utilities are buried in cast iron, steel, plastic and vitreous nonmetallic pipe or plastic sheathing. The contractor shall be responsible for locating any utilities not annotated on the Government maps provided as well as any non metallic conduit present that are absent of any metallic identifying devices such as wires or tracer tape. The contractor shall manually inspect each job site, using the most technically advanced equipment available such as ground penetrating radar, if deemed necessary, and investigate any evidence of underground utilities and appropriately mark their location The contractor is required to join the Utility Protection Center of Georgia, who requires a nominal fee for membership. Work shall be performed within the boundaries of Fort Stewart, Ga. and Hunter Army Airfield, Ga. This work shall be performed for the Directorate of Public Works (DPW) at each location. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This synopsis is not a solicitation announcement for proposal. No formal solicitation document exists at this time, and no contract will be awarded from this announcement. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Small Businesses; HUBZone Small Businesses; Service-Disabled, Veteran-Owned Small Businesses; 8(a) Small Businesses; Veteran-Owned Small Businesses; Woman-Owned Small Businesses; or Small Disadvantaged Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) Code 541370, Size Standard of $4.5M for the proposed acquisition. Set aside for small business is predicated on the number of responses received from this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
