- RECOVERY ACT - The Atlanta VA Medical Center, 1670 Clairmont Road,Decatur, GA 30033 intends to award a construction contract for projectnumber 619-08-114, Public Toilet Renovations, Phase 3, CAVHCS (CentralAlabama Veterans Health Care System), East Campus, Tuskegee, AL. Thisproject will be awarded under the American Recovery and Reinvestment Act(RA)(Stimulus Funds) of 2009. The solicitation will be available on orabout Monday, September 21, 2009 on the Federal Business Opportunitywebsite (FebBizOpps). A pre-bid site visit will be scheduled with thedate, time and place for the visit yet to be determined but they will beincluded in the solicitation. All questions concerning the pre-bid sitevisit or the solicitation must be submitted to the AdministrativeContracting Officer at Philip.Braswell@va.gov by the date establishedin the solicitation. It is the responsibility of the bidder to ensure acomplete solicitation package is downloaded from the Federal BusinessOpportunities website. The date and time for the bid opening will be inthe solicitation document. The bid opening will be open to the publicand held at the Atlanta VA Medical Center, 1670 Clairmont Road, Decatur,GA 30033 with the exact location specified in the solicitation. Allwork must be completed as shown on the drawings and written in thespecifications. The contractor who is awarded the project shall provideall supervision, labor, equipment, materials and any other expertisenecessary for the completion of the work. All work will be in strictcompliance with all applicable codes and VA regulations and shall becompleted within three hundred sixty five (365) calendar days after thedate of receipt of the Notice to Proceed. This will be a firm-fixedprice contract award as a result of the Sealed Bid (IFB) lowest bidprocess. NAICS code is 236200 - Commercial and Institutional BuildingConstruction with a small business size standard of $33.5 million. Theestimated construction cost is between $500,000.00 and $1,000,000.00.Notice of Set-Aside for Service-Disabled Veteran-Owned Small BusinessConcerns: (a) The proposed contract is 100% set-aside for award toservice-disabled veteran-owned small business concerns. Offers fromother than service-disabled veteran-owned small business concerns willnot be considered and shall be rejected. (b) Definitions. As used inthis provision: Service-Disabled Veteran-Owned Small Business Concern(1) Means a small business concern (i) Not less then 51% of which isowned by one or more service-disabled veterans, or, in the case of anypublicly owned business, not less than 51% of the stock of which isowned by one or more service-disabled veterans; and (ii) The managementand daily business operations of which are controlled by one or moreservice-disabled veterans, or in the case of a veteran with a permanentor severe disability, the spouse or permanent caregiver of such veteran.(2) Service-disabled veteran means a veteran defined in 38 U.S.C.101(2), with a disability that is service connected, as defined in 38U.S.C. 101(16). The Government shall make award to the responsible,responsive bidder whose bid, conforming to the invitation, will be themost advantageous to the Government.
