- The following acquisition is intended to be a Sole Source to Avid Technology Inc. HEADQUARTERS AIR FORCE/TELEVISION SERVICE CENTER (HAF/IMMT) AVID MEDIAMANAGER UPGRADE TO AVID INTERPLAY JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ORGANIZATION: Air Force District of Washington, Acquisition Division, 2822 Doherty Dr SW, Suite 310, Bldg 94, PSC 341, Anacostia Annex D.C. 20373, Ms Marion S. Faulhaber, Contracting Officer. II. NATURE AND DESCRIPTION OF ACTION BEING APPROVED: Headquarters Air Force Television Service Center (HAF/IMMT), 1220 Air Force Pentagon, Room 1E782, Washington, DC 20330-1220, requests approval of this justification for use of other than full and open competition. The contract vehicle for this action will be a firm-fixed price purchase order with Avid Technology, Inc. in accordance with FAR Part 12. III. DESCRIPTION OF SUPPLIES/SERVICES: The proposed Avid equipment below is necessary to upgrade non-linear editing equipment and will bring HAF/IMMT up-to-date with both government and industry standards. It will upgrade current standard definition operations to transition to Air Force "high definition" standards. The Avid equipment is not available commercially. It is repairable locally and will integrate with current equipment configurations. The contractor shall provide (a) Upgrade Media Manager to Interplay 1 ea., (b) Updater CD, 1 ea., (c) Media Manager SR2400 Replacement with SR2500 Server, 1 ea., (d). Replace MM License with Avid Interplay Editor Connection License, 5 ea., (e) Avid Interplay Access Connection License, 3 ea., (f). Avid Interplay Editor Connection License, 3 ea., (g) Avid Interplay Assist Connection License, 1 ea., (h) Microsoft Windows Server Client Access Licenses (5 Pack), 3 ea., (i) Installation Daily Rate Including Travel Expenses, 3 ea., (j). Services, Remote Project Management, 1 ea., (k) WG213A - (On-Site) Avid Interplay System Administrator with ALEX Value Add (3 days) Includes Travel Expenses for Instructor, 1 ea., (l) WG101i - Digital Production Workflow with Avid Interplay (via ALEX), 1 ea., (m) WG201 - (On-Site) Avid Interplay for Editors (1 Day, 2 Sessions), 1 ea., (n) WG103 - (On-Site) Avid Interplay Access (1 Day), 1 ea., (o) Service, Workflow Design and Analysis, Daily Rate Including Travel Expenses, 5 ea. INSTALLATION: The contractor shall install the equipment provided above in (a) through (i) within sixty (60) days of the contracts being awarded. TRAINING: The contractor shall provided training listed above in (j) through (o) within thirty (30) days of installation completion. IV. STATUTORY AUTHORITY: Citations: 10 U.S.C. 2304 (1) or 41 U.S.C. 253 (1) as implemented in Far 6.302-1(a)(2)(iii) - Only one Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. V. APPICABILITY OF AUTHORITY Avid Technology, Inc. is the sole reseller of the Avid non-linear editing systems and storage systems. The proposed Avid equipment listed above will interface with the current equipment and workflow processes for broadcast-quality studio and location video production, editing, duplication and multi-media services. VI. EFFORTS TO OBTAIN COMPETITION: Commercially available literature, professional video production publications, the National Association of Broadcasters convention, GSA schedules were utilized to gather information for the equipment requested. VII. FAIR AND REASONABLE PRICE: Avid Technology, Inc. is the only company to offer upgrades to the existing systems. HAF/IMMT believes the costs of the equipment listed above to be fair and reasonable pricing. VIII. MARKET RESEARCH: Research has been conducted with regard to other manufacturers of HD non-linear editing systems and it has been determined that Avid Technology, Inc. is the sole source and the most compatible relating to our current editing equipment, workflow process, and configuration standards. The above items are available on an approved GSA schedule. We will continue to research commercially available products to ensure that we are considering all available options and opportunities to meet our mission needs. IX. OTHER FACTS: N/A. X. INTERESTED SOURCES: No other interested sources expressed an interest at this time. XI. STEPS TO FOSTER COMPETITION: We will continue to perform market research through the internet, professional publications, and commercially available catalogs for the best available products and equipment to meet our mission needs. XII CONTRACTING OFFICER'S CERTIFICATION The Contracting Officer's signature on the Justification Review Document evidences that he/she has determined this document to be both accurate and complete to the best of her knowledge and belief (FAR 8.405-6(b)(1)). XII. TECHNICAL/REQUIREMENTS PERSONNEL CERTIFICATION As evidenced by their signatures on the Justification Review Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility is both accurate and complete.
