Description
"Recovery" RML Dedicated Electrical Feed from Northwestern Energy The proposed contract action is for construction services for the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identifiy thier interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received withhin forty-five days (thirty days if award is issued under a an existing basic ording agreement) after date of publication of this synopsis will be considered by the Government. A detrermination by the Government not to copete with this proposed contract based upon repsonses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. Existing: This acquisition will be funded by the American Reinvestment and Recovery Act of 2009. The National Institutes of Health, Office of Research Facilities, Office of Acquisitions intends to award a sole source contract to Northwestern Energy to provide a dedicated electrical feed as described below. Currently Rocky Mountain Laboratories (RML) has a single 12,470-volt primary feeder serving the RML campus provided from the local utility company, Northwestern Energy. The feeder currently provides power to the campus and a large amount of residential customers and is an overhead line that runs along Highway 93 and down residential streets to the North and West sides of the RML campus. The existing overhead line to the campus has three separate taps for underground feeds (one on the North side of Campus and two on the West side) that enter the campus to three each utility owned pad mounted transformers. Each of the three underground feed services are separately metered by the utility company and billed at commercial rates, not primary metering rates. Scope of Work: The contractor shall provide both design and construction services, including inspections and quality control to accomplish the following: 1. Provide a new primary feeder to RML. The new feeder will be dedicated to feeding the RML campus exclusively and will have no other customers connected to it, now or in the future. The new feeder shall extend from the Northwestern Energy sub-station to the campus by the most direct route feasible and available and connect to the existing RML West Distribution location on the west side of campus. 2. A new underground feeder shall be installed from the new service point on the West side of campus to connect to the East Distribution power connection point at 5th and Baker so that the entire campus will be fed and metered from the new dedicated feeder. The actual routing shall be determined during design but must accommodate normal and back-up power feed to the East distribution from Building 27 (Emergency Generator Location) by the most feasible route. 3. A manual primary switch will be installed that will allow the existing overhead primary line to serve as a backup supply for the campus should the new primary feeder fail. This switch shall be located at or near the existing West Side distribution location with the exact location to be coordinated during final design. 4. The RML will assume ownership of the existing utility pad mounted transformers and underground primary feeders located on the campus property. 5. The government is in the process of purchasing land immediately adjacent to the campus to the north. The existing overhead power lines along the north edge of the campus shall be relocated to allow a parking lot to be constructed without overhead power poles and still be capable of serving the East and West side distributions should the new primary feeder fail. As part of the proposed installation, all easements and right of ways shall be secured by Northwestern Energy including crossing the highway adjacent to the utility sub-station. The installation shall conform to Northwestern Energy requirements and inspections shall be conducted by them. Calculations on sizing of the feeders shall be submitted to the Government for review and acceptance. Feeder capacity shall be greater than or equal to 7MVA (7000 KVA) to provide for current and future loads. Actual feeder routes and equipment locations on and near the RML campus shall be submitted to the Government for review and acceptance. Costs are to be broken down according to the attached bid schedule. If adequate funding is not available to complete each of the work items, the base work must result in a functional dedicated feeder to RML. The Justification for Other than Full and Open Competition in support if this acquisition will be posted with solicitation on or about 30 Sep 2009.
