Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is (VA-777-09-RQ-0279). The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-23, effective June 12, 2008. This requirement is being synopsized as The Department of Veterans Affairs Medical Center/Employee Education Resource Center, St. Louis proposes to enter into a non-competitive commercial item contact with Joint Commission Resources(JCR), 1515 W. 22nd Street, Oak Brook, Illinois, 60523. This solicitation is unrestricted and the National American Industry Classification System (NAICS) is 813920; size standard is $7.0 million. The resulting contract will be a Firm Fixed Price type Contract under FAR Part 12 - Acquisition of Commercial Items. Quote are due September 10, 2009 by 12:00 pm CST to Linda Eley. All questions must be addressed to the Contracting Officer/Specialist only. Any other official may disqualify the offeror from submission of a quote. Joint Commission Standards Update Audio Calls and Continuing Education (SOW) 1.Scope and Objectives. The contractor will conduct a series of 23 2.5 hour audio calls commencing October 1, 2009 and ending October 23, 2009. a. The Contractor is responsible for:"Securing faculty for the program"Faculty biographical sketches"Registration for all 23 live audio calls"Developing the objectives, agenda, post test questions and all other audio call program design, delivery and evaluation elements with input from the DVA for each of the 23 audio calls and have this information available for inclusion in the handout materials at least 2 weeks prior to the start for each individual audio call"Handouts to be provided 2 weeks in advance of each call"Securing 300 audio lines for each of the 23 2.5 hour audio calls"Providing the DVA a dial in number and access code for each of the 23 audio calls at least 2 weeks in advance of each of the 23 audio calls "Providing a copy of each of the 23 different audio files for posting to OQP website within 2 weeks of each audio call"Providing the OQP webmaster all support material for each of the 23 audio calls to be posted on the OQP website in conjunction with the audio file posting"Providing Certificates of Attendance with CME/ CEU (CME for physicians (ACCME), CEU for Nurses (ANCC), and CEU for Administrators (ACHE)) for those participants who choose to complete the post test and evaluation via the secure web-site"Provide a secure https server will be provided for the VA Health System for online"Processing of Audio Conference CE tests and certificates. This request was made by the Director, Accreditation, Office of Quality and Performance (OQP) in support of DVA's Joint Commission Continuous Readiness Program as a tool to help all VA staff involved in the accreditation process improve their understanding of the Joint Commission Survey Process with the ultimate goal being to improve VA's Joint Commission Survey scores and improve patient care the Veterans we serve. In 2010, 65 VA Medical Centers will be surveyed by The Joint Commission. The Joint Commission issues Standards Updates each year in October. VA staff must be knowledgeable on all of the new standards as well as standards they are currently struggling with in order to pass their Joint Commission survey. 3.
