Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Infections and Immunoepidemiology Branch (IIB) plans to procure on a sole source basis a study to evaluate historical incidence trends for HPV-related and HPV-unrelated head and neck cancer sites from the International Agency for Research on Cancer, Unit of Environmental Cancer Epidemiology, 150 Cours Albert-Thomas, 69008 Lyon, France. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541690 and the business size standard is $7M. The period of Performance shall be six (6) months from date of award. Human papillomavirus (HPV) infection, a necessary cause of cervical cancer, is etiologically related to a subset of head and neck squamous cell carcinomas (HNSCCs); specifically, cancers arising in the oropharynx, including the base of tongue and lingual and palatine tonsils. The HPV-HNSCC association could be leading to dramatic changes in the population-level epidemiology of HNSCCs. Using data from nine cancer registries covered by the NCI’s SEER Program, researchers at NCI recently showed that the incidence of HNSCC sites that are etiologically related to HPV has increased significantly during 1973-2004. Researchers at NCI hypothesize that oral HPV prevalence has increased among recent birth cohorts owing to changes in sexual behavior, and that as a consequence, the proportion of oropharyngeal cancers that is etiologically related to HPV has increased over time. To get a more global picture of the incidence trends for HPV-related and HPV-unrelated HNSCCs internationally, researchers at NCI propose to utilize the Cancer Incidence in Five Continents (CI5) IX database maintained by the International Agency for Research on Cancer (IARC). Using the IARC in-house databases, the contractor, under the direction of Dr. Maria Paula Curado and other researchers at the IARC, shall compile the annual number of cancer cases as well as the underlying populations by individual calendar year for each cancer registry/region. This compilation shall be performed separately for each HPV-related site (base of tongue, tonsil, and oropharynx) and each HPV-unrelated site (oral tongue, gum, floor of the mouth, palate, and other mouth) after stratification by calendar year, sex, and age at diagnosis (5-year groups). The contractor shall provide NCI with electronic databases of case counts and populations for each registry. The International Agency for Research on Cancer (IARC) is the only source for the Cancer Incidence in Five Continents database. IARC is part of the World Health Organization (WHO), whose mission is to coordinate and conduct research on the causes of human cancer. As part of this mission, the Section of Cancer Information of IARC collects data from cancer registries around the world and produces the Cancer Incidence in Five Continents series. To date, IARC has produced 9 volumes of the Cancer Incidence in Five Continents database, spanning 1958-2002. The Cancer Incidence in Five Continents databases which are maintained at IARC are the only data sources in the world for analyses of worldwide cancer incidence trends. No other agency other than IARC has access to the in-house databases, which are required for the analyses proposed for this procurement This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 18, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
