The purpose of this effort is for the Department of Veterans Affairs (VA), OALC to enter into a sole source contract with NCMA to establish and renew organization memberships. These memberships are in place to foster the professional growth and educational advancement of the contracting industry. NAICS Code 611430, Size Standard $7 million applies to this procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for quotations. Interested parties who believe they can meet this requirement must submit information about their capabilities no later than 4:00 PM EST, 11 September 2009 to Melissa Maloy, 202-461-0787; melissa.maloy@va.gov orKirstin Quinn, Contract Specialist Phone: 202-461-0727 Kirstin.Quinn@va.gov.All information shall be furnished at no cost or obligation to the Government. This award will be made using simplified acquisition procedures. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. JUSTIFICATION AND APPROVALFOR OTHER THAN FULL AND OPEN COMPETITION 1. Contracting Activity: Department of Veterans Affairs, Office of Acquisition, Logistics (OALC) and Construction, 810 Vermont Ave NW Washington DC 20420-0002. 2. Nature of Action Being Approved: The CAI Frederick intends to negotiate a sole source requirement with National Contract Management Association (NCMA) 21740 Beaumeade Circle, Suite 125 Ashburn, VA 20147. This requirement is to procure organizational group memberships renewals. 3. Description of Services: The purpose of this effort is for the Department of Veterans Affairs (VA), OALC to enter into a sole source contract with NCMA to establish and renew organization memberships. These memberships are in place to foster the professional growth and educational advancement of the contracting industry. The total estimated value of this procurement is $50,000.00 4. Statutory Authority: The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c) (1), as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." 5. Rationale Supporting Use of Authority Cited Above: NCMA leads and represents the contract management profession. Their vision is that enterprises will succeed through improved buyer-seller relationships based on common values, practices, and professional standards. NCMA's mission is to improve organizational performance through effective contract management.6. Efforts to Solicit Potential Sources: Only one responsible source can perform this unique service for the Department of Veterans Affairs. Any other facts supporting the use of other than full and open competition:This service is unique to the VA because of the company's networking opportunities and detailed knowledge in the acquisition field. 10. Other Interested Sources: None. 11. Future Competitive Plans: In the future if this acquisition is needed we will perform market research to see if there are any additional vendors that have the capability to compete. 12.
