Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Pathology (LP), plans to procure on a sole source basis the upgrade of two brand name CytoVisionTM Brightfield Automated Karyotyping Workstations including New Digital Cameras with Genetix Corporation; 120 Baytech Drive; San Jose, CA 35134-2302. The upgrade is being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code for this acquisition is 334516 and the business size standard is 500 employees. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on September 21, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). Part I Background Information and Description of the Requirement The acquisition will provide for the supply and on-site installation of two new CytoVisionTM brightfield automated karyotyping workstations. Each workstation consists of an HP dc7900 Core 2 Duo E7300 2.66 GHz computer with Windows XP operating system, CD RW/DVD RAM internal IDE drive, gigabit Ethernet for networking, and Symantec Antivirus CE 10.0, Diskeeper Pro 10.0, and Acronis True Image 10.0. Each computer will be equipped with XP compatible CytoVision Karyotyper Software. The Karyotyper Software package includes a series of unique chromosome analysis tools for high speed automatic karyotyping; built-in database for organizing metaphases, karyotypes, and patient information; CytoVision case folder for electronic record keeping; and new Director's review software designed specifically for the review and sign-off of cases. Also included in the purchase price are two new CytoVision digital cameras and image capture interfaces that are critical for high quality images, CytoVision Probe Software, on-site user training, and one year warranty. The Clinical Cytogenetics Laboratory is unique in that it is the only intramural NIH laboratory performing patient diagnostic services. Services include a variety of tests for the detection of constitutional and acquired chromosomal abnormalities. The results of cytogenetics testing are used for diagnosis and treatment of patients, and to help elucidate the DNA lesions involved in both the initiation and progression of cancer. Thus, cytogenetics is an area that is important to patient care as well as the clinical and research missions of the NCI and NIH. The CytoVision workstations and digital cameras are essential to the performance of the aforementioned tests. They are used to digitally capture and project the G-banded chromosomes from metaphase spreads isolated for analysis by the technologists, to prepare the digital karyotypes for analysis and documentation of results, and to store the electronic images as required by regulatory and accreditation agencies Delivery Date: 4 weeks from date of award. On-site Installation (included): will be provided by the Contractor to include all necessary support and assistance during the set-up of the instrument. Part II. Facts and Reasons to Justify Other than Full and Open Competition: 1. Statutory Authority: Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). 2. Justification The government will trade in the following: Two (2) CytoVision Computers and associated software keys towards the purchase. It is critical for continued laboratory research that the equipment is purchased through Genetix Corporation. All work completed in the Clinical Cytogenetics Laboratory over the past 12 ½ years has been captured, analyzed, and stored using CytoVision hardware and software. The three currently utilized workstations are networked to each other for image access and sharing. At this time, the lab must update two of the three CytoVision workstations because they have exceeded their periods of maintenance and contract support. It is absolutely essential that the new workstations be able to network the third CytoVision system, and have the ability to access all previous files. Genetix Corporation is the only vendor known to the NCI that meets these requirements with the CytoVision system, as well as the sole supplier for the CytoVisionTM hardware and software.
