- Non-personnel Services: (SUBJECT TO THE AVAILABILITY OF FUNDS) Contractor to provide all labor, parts, materials, transportation, and facilities necessary to Install Bird Netting for two (2) sunshade structures. This is a combined synopsis solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6 as supplement with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation F6Q0FW9205A001 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) 12 and 13. This solicitation is 100% set aside for Small Business concerns in accordance with FAR Part 19. The Standard Industry Classification (SIC) for this solicitation is 7342 and the North American Industry Classification System (NAICS) is 56171. Based on standard size $5.0 million. The item description is as follows: Non-personnel service contractor to provide to Install Bird Netting for two (2) sunshade structures. See attached Statement of Work (SOW). Delivery Date should be 30 days after receipt of order. Contractor shall also provide Representations and Certifications. Contractor shall provide Past Performance reference list (Minimum of 3 references required) with quote. Past performance reference list shall include past performance within the past 3 years, point of contact with current telephone number, contract award number, and title and cost of project. Bid items are as follows; CLIN 0001 Non-personal service to provide and install all labor, parts, and materials, transportation, and facilities necessary to Install Bird Netting for two (2) sunshade structures, Quantity 1 Lot, FOB: 188FW, AR ANG, 4850 LEIGH AVE, FORT SMITH, AR 72903. The following provisions and clauses can be viewed through Internet access at Air Force FAR Site http://farsite.hill.af.mil. The following clauses and/or provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors -Commercial, with the following technical description in sufficient detail to evaluate compliance with the requirements of the solicitation (i.e. product literature), the terms of any expressed warranty, price and any discount, and delivery times; FAR 52.212-2 Evaluation- Commercial Items, Award will be made to the responsible, responsive offeror whose offer will result in the best value to the government, technical specifications, price and past performance considered. When compared to price, technical and past performance shall be equally important. The provisions at 52.212-3, Offeror Representation and Certifications-Commercial items, applies for this solicitation. Offeror must include with their proposal a completed copy of the provisions at 52.212-3. Offerors who fail to complete and submit Offerors Representation and Certification and Past Performance Reference List (minimum of 3 references) may be considered non-responsive. FAR 52-212-4, Contract Terms and Conditions- Commercial Items applies to this solicitation. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders- Commercial Items, applies to this solicitation. A pre-bid/pre-proposal conference will be conducted at the 188th Fighter Wing, Ft. Smith, AR on 21 Aug 2009 at 10:00 a.m. central time for the purpose of visiting the site and answering questions regarding this solicitation. Contractors shall submit names of all attendees (not to exceed 3) to SSgt Rachael Parker, Rachael.parker@arftsm.ang.af.mil prior to 20 Aug 2009. This information must be provided in advance in order to ensure access to the military base conference site. Offerors are requested to submit questions to the point of contact not later than 25 Aug 2009. Information provided at the conference shall not qualify the terms and conditions of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of solicitation amendments apply.
