Description
The response date is changed to September 17, 2009. This is a combined/synopsis solicitation Request for Quotation for commercial items prepared in accordance with the format in FAR subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ 9103. This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-36. This acquisition will be processed under simplified Acquisition Procedures (SAP) and is not a small business set-aside. The North American Industry Classification System (NAICS) code is 112990, which has a size standard of $0.75 millions of dollars. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a custom conditional knockout mouse model generation based on the following specifications: a Conditional Knockout Mouse Model for a specific gene that spans more than 200 kB. The vendor must have a proven record of success with conditional gene targeting technologies and provide the Cre-lox, Cre-ER, and FLP-FRT systems to allow for further temporal or tissue specific gene modifications in vivo. The vendor must provide expert scientific consultation and specific recommendations for optimal gene targeting strategy and design for the given gene. The vendor must create the targeting vector incorporating these conditional knockout systems to the investigator's specifications and transfect the vector into C57BL6 ES cells. Isolated targeted clones must be validated with both internal and external probes, and a minimum of 2 clones must be injected into diploid blastocysts. Chimeras must be crossbred to generate heterozygous conditional knockout mice and the selection marker must be deleted in vivo with the FLP-FRT system. The mouse model must be fully licensed to customer with positive/negative selection (PNS) and isogenic DNA patents. The expected time line for generation of heterozygous mice for the selected mutation should be 46 weeks. Two breeding pairs of C57BL/6 mice heterozygous for the selected mutation will be delivered to NIAID, along with an experimentally validated PCR genotyping protocol. Contracting vendor will work with NIAID, communicating updates, both orally and in writing, on an as needed basis. The following factors will be used to evaluate offers: price, delivery time frame and technical capability to meet required specifications. Place of delivery is NIH/NIAID, Bethesda, MD 20892. The FOB point will be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.204-7, Central Contractor Registration; and FAR 32.703-2, Availability of Funds, FAR 52.232-37, Payment by Electronic Funds Transfer Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
