Description
THIS IS A SOLE / SINGLE SOURCE, NON-COMPETITIVE NOTICE. This notice of intent is not a request for competitive proposals. This sole / single source, non-competitive notice is prepared in accordance FAR Parts 5 and 13. FAR Part 6 – Competition Requirements, is not applicable to contracts awarded using the simplified acquisition procedures of FAR Part 13. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. The resultant acquisition will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures, and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-36. The total estimated amount of this purchase order is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The intended procurement will be classified under North American Industry Classification System code 33319 with size standard is 500. THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) for the National Institute of Dental and Craniofacial Research (NIDCR) intends to negotiate and award a purchase order on a sole source noncompetitive basis to Thermo Fisher Scientific, LLC, 308 Ridgefield Ct, Ashville, NC 28806 for the following: Sorvall RC3BP Plus Blood Processing Centrifuge system and HBB-6 rotor to create platelet lysate: The Sorvall RC3BP Plus has unique features for NIDCR that other blood processing centrifuges do not have. The Sorvall optimizes protocols for sensitive separations which allows you to link up to three different speeds in one run. It can store up to 15 programs and has instant recall which can save time on certain runs. Has special features that automatically make adjustments whether you run a full or partial load. Has a three-position key lock to limit user access based upon expertise which allows you to control how much a person can do on the machine with their skill set. Has a LED and LCD displays and is menu driven allowing the user to determine, the status of the run. It has a run indicator light that rotates when the unit is in operation, allowing the user to determine if the unit is spinning. NICDR owns other Thermo Fisher centrifuges that this new system is interchangeable with. The interchangeability assures optimal use of the centrifuges and rotors. Therefore, an award to any other source is not feasible or practical. Interested parties may identify their interest and capability to respond to the requirement or submit a response. Responses to this announcement, referencing synopsis number NHLBI-PB-(DE)-2009-312-RSB may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisitions, Procurement Branch, 6701 Rockledge Drive, Suite 6126A, Bethesda, MD 20892-7902, Attention: Roxane Burkett. Responses may be submitted electronically to burkettr@nhlbi.nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. Responses are due September 11, 2009 at 3:00 pm Eastern Standard Time. A determination by the Government not to compete this proposed action, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
