Description
The National Cancer Institute (NCI), Division of Basic Sciences (DBS), Molecular Imaging Program (MIP) plans to procure as a sole source the brand name Pearl Imager Premium System including: Pearl Imager; Pearl Cam Software; Computer System Vista; Surge Support: 6OUT, 120V, 15A; Pearl Cam Software Unlimited LIC; Pearl Accessory Pack and Pearl AP Note/Protocol Manual with LI-COR Biosciences, Inc.; 4647 Superior Street; Lincoln, NE 68504. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office by 11:00 am EST, on September 21, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference NCI-90249-AV on all correspondence. Part I: Background information and description of requirements: The mission of the MIP is to advance cancer therapies using molecular imaging. The Molecular Imaging Program conducts research in designing, developing and testing new novel targeted imaging agents for the detection and characterization of cancer. These imaging agents include tissue-specific Magnetic Resonance Imaging (MRI), Positron emission tomography (PET), radionuclide, and optical probes. The lab is focused on the clinical translation of targeted imaging agents for cancer imaging. The proposed Pearl Imaging System from LI-COR Biosciences will facilitate the research described above completed in the MIP. The Pearl Imaging System is used for imaging animals injected with fluorescent probes that were developed and tested through the Molecular Imaging Program. This system is essential and important to continued research for developing new optical imaging probes. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: Part II: Facts and Reasons to Justify Other than Full and Open Competition: Statutory Authority Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). Justification: The LI-COR Pearl Imager System is the only system that can meet the needs of the Molecular Imaging Program because it will enable researchers to view images animals injected with a fluoroprobe. This type of optical imaging is critical to fulfill the lab's mission and the Near Infrared light spectrum offered by the LI-COR system is the most effective wavelength for clinical applications due to its superior penetration in tissue and lack of autofluorescence. The unique features of the LI-COR system will enable the lab to use substantially lower doses of the optical imaging agent during animal experiments. The unit is designed for high throughput allowing the simultaneous imaging of multiple animals at the same time, and can acquire an image in less than 30 seconds which minimizes stress to the animals and increases productivity. Image acquisition can be acquired on the first attempt with no over or under exposed pixels. The Pearl Imaging system also easily incorporates with the existing anesthesia system which offers scientific comparability between methods. The Imaging system is also user-friendly because there is no need to choose filters, exposure settings or imaging algorithms before imaging. The imaging drawer is motorized for easier positioning of the animal(s). The imaging bed is temperature controlled in order to maintain the animal's body temperature keep from causing undue stress to the animal. A safety measure is also included to stop the flow of the isoflurane gas when the imaging drawer is detached which minimizes the researcher's exposure to the anesthesia gas. In addition, the salient characteristics outlined below of the Pearl Imager System help to reaffirm the exclusive source of the acquisition from LI-COR Biosciences. The following salient characteristics apply to the Pearl Imager Premium: • Capable of acquiring image in white light, 700nm and 800 nm in less than 30 seconds • CCD-based optical system • NIR laser • Portable and capable of positioning on lab bench • Motorized drawer for positioning the mouse • Detachable imaging bed • Temperature controlled • Safety feature to control allowance of anesthesia gas to researcher • Capable of acquiring images without underexposure, saturation of pixels or user adjustment (full dynamic range) • Software must contain automatic region of interest (ROI) tool that requires one click to mark region of interest • Software eliminates the need to choose filter, exposure settings, or imaging algorithms before imaging • Imaging with one click of the mouse for acquisition of a single set or time series of images • Must be compact; fit into 40 cm X 40 cm bench top space • Excitation light must be provided by laser • Capability for multi-mouse, high throughput scanning
