Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) plans to procure on a sole source basis with The University of Leeds; Institute of Genetics, Health and Therapeutics, LIGHT Laboratories; LS2 9JT; Leeds, UK for services regarding aflatoxin exposure and liver cancer risk in the Nutritional Intervention Trial. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541690 and the business size standard is $7M. The period of performance for this procurement shall be for twelve (12) months from date of award. The NCI Division of Cancer Epidemiology and Genetics (DCEG), Nutritional Epidemiology Branch (NEB) is currently developing a nested case-control study from the Nutritional Intervention Trial (NIT) in order to study risk factors for liver cancer. The NIT took place in a region of China in which aflatoxin exposure has been observed in previous studies. Therefore, aflatoxin exposure should be measured in liver cases and controls from the NIT study. Aflatoxin exposure can be measured in serum by measuring the aflatoxin albumin adduct AFB1. The ELISA assay for AFB1 has excellent performance characteristics and has the high throughput necessary for measuring multiple samples in epidemiologic studies. The purpose of this procurement is to obtain aflatoxin exposure information on 400 samples, 200 cases and 200 controls from the NIT study for further research as indicated above. The LIGHT laboratory of Dr. Yun Yun Gong of the Molecular Epidemiology Unit at the University of Leeds specializes as an international expert on aflatoxin exposure. Environmental aflatoxin exposure is most accurately calculated by way of measuring the aflatoxin adduct AFB1. Dr. Gong and his collaborators at the University of Leeds have developed an innovative method of measuring the AFB1 adduct by extracting albumin from the serum, digesting albumin with pronase, isolating the AFB1 adduct using a Sep-pak column, and then analyzing the AFB1 adduct via an Enzyme-linked immunosorbent assay (ELISA) assay. This specific antibody is not commercially available and was developed by the University of Leeds in Dr. Gong's laboratory. The method has shown to be unmatched in high sensitivity, specificity, and reproducibility in several published validation studies. In addition, Dr. Gong's laboratory currently possesses the throughput necessary to test 400 samples over the time period of this procurement. Over the past 15 years, the University of Leeds under the direction of Dr. Gong has successfully used the ELISA assay to measure environmental aflatoxin exposure in numerous epidemiologic studies. Finally, Dr. Gong has extensive experience testing for aflatoxin exposure in different parts of the world, including parts of Africa and China, facilitating the mission of the Nutritional Epidemiology Branch to compare the prevalence of exposure in Linxian with populations in other parts of China and rest of the world. The specific research methods to be utilized in this acquisition as well as proprietary use of the ELISA assay determine the University of Leeds as the sole source provider for the services described. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM EST on September 21, 2009.
