- This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. This requirement is being issued under FAR 13.5 Simplified Acquisition Procedures as a Brand Name or Equal per FAR 52.211-6. It is strongly advised that you review FAR Clause 52.211-6 Brand Name or Equal (Aug 1999) for information regarding what must be included with your quote if you are submitting an equal to offer. If you are providing a quote that is other than brand name, you must provide a copy of your specifications showing that you can meet our specified needs in accordance with the salient characteristics provided. Prior competition received was inadequate and so its been determined necessary to dissolve the small business set-aside. This is solicited for full and open competiton. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36, effective 11 Aug 2009 and Defense Federal Acquisition Regulation Supplement (DFARs), Amended edition, Current to DCN 20090825. It is anticipated that payment will be made by Government Visa Credit Card. This solicitation is issued on an unrestricted basis with the North American Industry Classification System (NAICS) is 333111 with a size standard of 500 employees. This solicitation contains one (1) Contract Line Item Number (CLIN) 0001, Quantity (QTY) of 1 EA Metal Baler; QTY 1 Oil Cooler for Baler Cooling; and QTY 1 spare blades. If you are providing a quote that is other than brand name, you must provide a copy of your specifications showing that you can meet our specified needs in accordance with the salient characteristics provided. FOB point is the U.S. Army Yuma Proving Ground in Yuma, AZ 85365. Arizona vendors are to include the Arizona Transaction Privilege Tax. All offers shall include any applicable freight charges. This solicitation is being issued as an RFQ. All Questions are due by 10 September 2009 8:00am. and Answers will be posted no later than 11 September 2009. Offers shall be clearly marked with RFQ referencing number # W9124R-09-T-1086 and emailed to the point of contact listed below no later than 14 September 2009 at 10:00 A.M. Mountain Standard Time (MST). The salient characteristics and details regarding this request for quotation will be posted on Army single Face Industry (ASFI) and listed under the YPG Contracting website at: http://www.yuma.army.mil/site_contracting.asp. Offers that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. An offeror shall complete only paragraph (b) of FAR 52.212-3 if the offeror has completed the annual representations and certifications electronically at the Online Representations and Certifications Application (ORCA) web site at https://orca.bpn.gov.
