- Pre Solicitation -- Notice / Procurement Technical Support Services for EROS This is an update to the announcement appearing in FedBizOpps on July1, 2009 regarding Solicitation Number 09HQSS0018. The Department the of Interior (001), U.S. Geological Survey (USGS) has a requirement for science, engineering and technical support necessary to assist the USGS Earth Resources Observation and Science Center (EROS), located in Sioux Falls, South Dakota, in fulfilling its mission. The USGS EROS Center advances the remote sensing research and science applications that increase our understanding of our planet and result in solutions to societal needs. Operated by the USGS, EROS is a national data reception, processing, archiving, distribution, and research facility for remotely sensed data and other forms of geographic information. EROS maintains the world's largest collection of space and aircraft acquired imagery of the Earth, including over four million images acquired by Landsat and other civil satellites, and over eight million aerial photographs. EROS conducts a broad range of activities in management of global earth observations data, including the development, operation and management of advanced systems for scheduling, processing, distributing, and applying land related earth science, mapping, and other geographic data and information. The Government anticipates an award of a performance based, Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract with firm fixed-price/cost plus fixed fee type task orders. The period of performance for this contract is anticipated to include a base year and four one (1) year option periods beginning with the date of award. The Government anticipates release of the RFP 10HQSS0002 on or about September 15, 2009. (NOTE: The Solicitation Number will be changed from 09HQSS0018 to 10HQSS0002.) It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments (if any). This requirement is being issued as full and open in accordance with FAR Part 15 for competitive acquisitions. USGS will not accept unsolicited proposals related to the subject of this announcement. USGS does not intend to pay for the preparation of any information submitted in response to this announcement. Those interested parties that want to qualify as a small business must qualify under the North American Industry Classification System Code (NAICS) 541513, "Computer Facilities Management Services". The size standard for this NAICS code is $23.0 million. A site visit will be held in regards to this solicitation at the USGS EROS Center, Sioux Falls, South Dakota. An announcement regarding the date and time of the site visit will be made shortly via FedBizOpps. The Government plans to provide at least fourteen (14) days notice for the site visit. Notification of intent to attend the site visit must be submitted via email to the Contracting Officer no later than 2:00 PM EST on the day prior to the site visit. The number of participants is limited to three (3) representatives from your company. The email must include the name of all participants, their contact information to include the company's name, address and their phone numbers. The Government does not intend and shall not pay for any travel or other costs associated with offerors attending the site visit. The solicitation, all related documents and amendments, if any, will be only released and available electronically through NBC posting systems at http://ideasec.nbc.gov/j2ee.login.jsp. As such, no written, telephonic, facsimile or email requests for the solicitation package will be honored. Since this solicitation will only be available electronically, it is solely the responsibility of interested parties to monitor the NBC website for any solicitation amendments. All responsible sources are encouraged to submit an offer.
