Description
The National Institutes of Health, Office of Intramural Research (OIR), Bethesda, Maryland intends to negotiate on a sole source basis with Social & Scientific Systems 20910, pusuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for the UGSP is a competitive scholarship program for students from disadvantaged backgrounds who are committed to careers in bio medical research. The UGSP uses Internet technology and World Wide Web sites for multiple purposes, including dissemination of program information to potential apllicants; online applications; program administration, including application evaluation; and information collectiion and dissemination for active program participants. The complexity of the UGSP Web site, in particulare the maintenance, management, and reporting pages and their underlying databases, it is in the best interest of the government to select a contractor with existing, comprehensive, in-0depth knowledge of the architecture and functions of the UGSP Web site. In order to comply with NIH web site security protocol, the UGSP web site is currently in th midst of completing the Certification and Accreditation (C&A) process, therefore, the completion of the Certification and Accreditation process is totally dependent on Social and Scientific System to complete this project. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist via email at holleyv@od.nih.gov. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Social and Scientific Systems.
