Description
FA4610-09-R-0013, Draft PWS dated 3 Sep 2009 Subject: Synopsis of Anticipated Contract Requirement - Provide 576th Flight Test Squadron Minuteman Launch Support Services at Vandenberg AFB, CA General Information: This is a notice of anticipated contract requirement only. Currently, an Acquisition Strategy is not approved, nor is a Performance Work Statement approved. No information is being requested, nor is a solicitation being issued at this time. It is anticipated that additional Sources Sought Notices may be posted to FedBizOpps (FBO) requesting capabilities of certain business types via future amendments to this announcement. For reference purposes only, the solicitation, when issued, will be numbered FA4610-09-R-0013. The amount of information available for publication at this time is limited. Current Contract Information: Currently, the requirement is under contract (FA4610-06-C-0001), performed by Santa Barbara Applied Research, Inc. The current contract is a Firm Fixed Price Award Fee Type contract with Firm-Fixed-Price Contract Line Items and Cost Reimbursement Contract Line Items. The awarded contract included a One-Year Basic Period, with (4) One-Year Options Periods. Performance under the contract started on 1 Oct 2006 and is scheduled to end (if all options are exercised) on 30 Sep 2011. The solicitation information concerning the stated contract can be found in the Archive Files on FedBizOpps (FBO), under referenced solicitation number FA4610-06-R-0004. Preliminary Requirement Overview: The 30th Contracting Squadron at Vandenberg Air Force Base (VAFB), California, will be seeking potential sources to perform minuteman launch support services at designated Launch Facilities and Missile Alert Facilities including, but not limited to the following: refurbishment, corrosion control services, vehicle issue and control, equipment issue and control, environmental management services, program management services and training management services on Vandenberg AFB, CA. Please reference the attached draft Performance Work Statement (PWS) for descriptions of anticipated services to be performed. Please note: This is a draft PWS and may change due to fiscal constraints and the stand up of a new Global Strike Command. It is anticipated that the current draft requirements document may change between the issuance of this synopsis and a formal Request for Proposal, if or when issued. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561210, Facility Support Services. The size standard for NAICS 561210 is $35.5 Million. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers, capabilities briefing, Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. All interested parties responding to this notice should identify whether or not they anticipate on submitting a proposal and whether or not that have the technical knowledge to perform the required services identified in the draft Performance Work Statement.
