- NOTICE OF INTENT TO SOLE SOURCE The United States Department of Homeland Security (DHS) Science and Technology Directorate (S&T) intends to negotiate and award on a sole source basis a contract with Alcatel-Lucent with offices located at 600 Mountain Avenue, Murray Hill, NJ for a study to determine the impact of Methyl Bromide Fumigation on Electrical Equipment and how this technology compares to studies previously done with other technologies. This proposed contract action is under the authority of FAR Subpart 6.3, Other Than Full and Open Competition, specifically 6.302-1 such that Alcatel-Lucent represents the only one responsible source and no other suppliers will satisfy agency requirements. The anticipated date for contract award is 30 September 2009. This notice of intent is not a request for competitive proposals and an RFP will not be issued. Interested parties may submit information for consideration by the Government to janet.herman@dhs.gov, referencing this notice, no later than 4:00 p.m. Eastern Time on 9 September 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
