- This is a draft solicitation however, no changes are anticipated with regard to the SOW and instructions to offerors and evaluation documentation. Th e JNCC-A will be the operational execution agency for USFOR-A J6 and will be responsible for performing the following functions: Exercise operational control and technical management of communications coordination centers belonging to deployed components and subordinate commands. Serves as the single coordination agency for management and operational direction of the joint communications networks and infrastructure. Performs planning, execution, technical, and management functions. Serves as the single source for reporting all IT-related outages and network information to the Theater NETOPS Center Central Region (TNC-CENT). Develops and disseminate standards and/procedures and collect/present communications system management statistical data. Collects, analyzes and presents communications system management statistical data. Manages, directs and defends the network for all USFOR-A forces, including TACON units. Facilitate maintenance of host nation communications infrastructure supporting deployed components and subordinate commands.
