- Statement of Work The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capital Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with IntraFish Media Company using the procedures in FAR Parts 6 and 13, to purchase a subscription for 40 designated users in NOAA the Electronic Fishing News and Research Service. The subscription required will help the office meet its international seafood trade duties and obligations under the MSFCMA and related legislation and international agreements. The Contractor shall provide Via the internet a daily, comprehensive, fisheries-oriented, research, and news provider is needed that can provide up-to-the-minute information about key components of the fishery dependent industries, including commercial, recreational, an non-government organizations interests involved in fisheries, and associated shipping, oil and gas, energy, and seafood trade issues. In addition, industry reports of in-depth analysis of current seafood industry trends and market price trends are also required on a regular basis and should be available in an easily assessable archive. Ease of access to the information should be a key attribute of the information system. Users will be assigned privileges based on their internet address. IntraFish Media Company is the only party known to NOAA who can meet these requirements. The Period of Performance shall be September 1, 2009 through September 30, 2010 and with an option to extend up to 4 years effective upon contract award. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511120 with a business size standard of 500. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Gina.E.Lee@noaa.gov or faxed to (301) 713-0808 by August 31, 2009. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-36. The determination to compete or not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
