Description
This is a combined synopsis/solicitation for commercial supplies prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. The U.S. Department of Commerce, NOAA, Atmospheric Turbulence & Diffusion Division, located in Oak Ridge, Tennessee intend to solicit for purchase of the following items: 1) 40 ea P/N ES-A-95-FA, Evergreen 195W PV Module, MC 4 Latching Connector, Poly; 2) 40 ea P/N 550-0047, Multi-Contract MC4 Connector, 30 Ft, 10 AWG Cable, for Evergreen 195W PV Module, with MC 4 Latching Connector, Poly; 3) 4) 40 ea P/N DPW-40216, Direct Power and Water-brand, DP-TPM1-ES195, Series 15-2, Top-of-Pole mount for one (1) Module Evergreen ES-A-195-FA, 195 Watt Module; and 2 ea P/N 550-0056, Multi-Contact MC4 Latching Connector Dis-Assembly Tool Set, Red, PV-MS. This is being purchased as a brand name sole source item. The Historical Climatological Network - Modernization (USHCN-M) pilot program is a joint NOAA National Weather Service (NWS) and Oceanic and Atmospheric Research (OAR) program network is an integrated surface-observing network whose data provide climate, weather, and water information to measure and monitor at a minimum atmospheric essential climate variables (surface air temperature and precipitation) contributing to multiple uses; protect life and property; preserve and extend the climate record of the United States; monitor climate variability and change at a regional level; and provide quality data to the Nations's hydrometerological forecast, warning, and numerical modeling. It is planned to 1,000 USHCN-M stations deployed in the next several years. The scientific equipment used for USHCN-M climate monitoring stations was chosen, after thorough market evaluation and comparison, by an expert scientific panel as outlined in the HCN-M Program Directives. All of the equipment uses 12 volt DC power. A solar module is needed that has an output of approximately 12 volts. Any other size output would have to be converted to 12 volts, and to convert from anything greater than 24 volts would add expense and significant complication to the system. Therefore, any module over 24 volts can immediately be discounted. A UHCN-M station's design requires an approximately 200 watts of solar panels. The Evergreen meets this criterion with a single panel, keeping expense and complications to a minimum. This scientific equipment is very sensitive and fluctuations in voltage can do serious and irreparable harm. Evergreen has a very tight tolerance on power output, and the tightest I have seen from any manufacturer. These stations are intended to run at least for 50 years. The Evergreen module has a warranty period of 25 years on power output, and 5 years on craftsmanship. The Evergreen ES-195 solar modules are required to power new installations of HCN-M stations located in remote locations without electrical power. The HCN-M Scientific panel has chosen the instrumentation and system design for the entire network based on extensive market research and comparisons; standardization throughout the network is a programmatic requirement. It is necessary to maintain the same configuration throughout the USHCN-M network. Both the Evergreen panels and DPW mounts are currently in use in existing USHCN-M stations. This constitutes the only Request for Quote (RFQ), written offers are being requested; a written RFQ will not be issued. The NAICS code for this action is 334515. This requirement shall be considered a 100% small business set-aside. All responsible sources may submit a quote which will be considered by the Agency.
