THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W15P7T09RS156. SUBJECT: Foliage Penetration, Reconnaissance, Surveillance, Tracking and Engagement Radar (FORESTER) Kevin OHanlon 732-532-6799 THIS IS A REQUEST FOR INFORMATION ONLY. Director, Intelligence and Information Warfare Directorate (I2WD) is seeking sources and information for the build and acceptance testing of a FORESTER system for application on an A160T Unmanned Aerial Vehicle (UAV) helicopter. The FORESTER is an Ultra-High Frequency Ground Moving Target Indicator (GMTI) radar that detects and tracks dismounted troops and vehicles moving under foliage. It has a Synthetic Aperture Radar (SAR) mode for imaging of stationary targets. The FORESTER system will include upgrades over the two baseline systems. FORESTER upgrades include improved detection performance, geolocation performance, mode flexibility, system usability, and reduction of weight. All upgrades will be retrofitted into the two (2) Government Furnished Equipment (GFE) baseline FORESTER systems. The FORESTER system will be designed, developed, laboratory tested, and integrated on the A160T UAV for the conduct of ground and flight acceptance tests. The FORESTER plus the upgrades will meet all the requirements in the FORESTER Performance Specification. The Common Data Format is National Imagery Transmission Format (NITF) 2.1 for SAR and Standardized National Atlantic Treaty Organization Agreement (STANAG) 4607 or higher for GMTI. The software will provide detection reports with appropriate time-tag, geolocation and other information. FORESTER will be capable of transmission of near real time imagery and data over 45 Mbps Line of Sight (LOS) data link and/or over a 3.2 Mbps satellite link to the ground components. Currently, the Government does not have rights to the baseline FORESTER system. The Government has not purchased FORESTER drawings. OCONUS FORESTER radar technical support is required in USSOUTHCOMs Areas of Responsibility (AORs). Support is anticipated for one (1) six (6) week trip in country one; one (1) six week trip in country two (2); and one (1) forty-six week extension in country two (2). Security requirements for personal supporting this task shall have, as a minimum, a Secret level clearance, although, top level is preferred. Responders are requested to provide a white paper addressing: 1. A technical approach for the build and test of a FORESTER system. 2. A technical approach for the upgrades and the complexity of retrofitting into the two GFE baseline FORESTER systems. 3. The ability and knowledge to provide radar technical support to all FORESTER systems in USSOUTHCOMs AORs. 3. Cost and schedule for all the above requirements. No foreign nationals (NOFORN) need apply. Written inputs are requested within 12 days of announcement to Intelligence and Information Warfare Directorate, Radar Application Branch, Bldg 600, Ft.
