- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Solicitation number N00167-09-T-0185 applies and is issued as a request for quotation (RFQ). The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price contract using Simplified Acquisition Procedures under FAR 13.5 - Test Program for Certain Commercial Items. The proposed contract action is being solicited on a sole-source basis to National Instruments Corporation (NIC). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). This acquisition is for hardware required for testing at the Naval Surface Warfare Center, Carderock Division, Maneuvering and Control Division of the Hydromechanics Department. This hardware must integrate seamlessly with existing custom acquisition software and existing NIC hardware currently utilized by many NSWCCD supported facilities, shipboard platforms, and NAVY trainers. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirements. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35 as well as DCN 20090715. The set-aside for small business concerns has been dissolved. The North American Industry Classification System (NAICS) Code is 334112 with an applicable size standard of 1000 employees.
