Description
Introduction This is a posting of a Small Business Sources Sought Notice to clarify the capabilities of interested small businesses. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to this information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under NAICS code 541712 should not submit a response to this notice. Background The NHLBI is seeking a small business with the ability to serve as an Administrative Coordinating Center (ACC) for a renewal of a five-year program, NHLBI DNA Resequencing and Genotyping (RS&G) Service. The purpose of this renewal is to continue to provide high quality, high-volume resequencing and genotyping for investigators to discover and type DNA variations needed to elucidate the genetic components involved in the cause, variable outcome and progression of heart, lung, and blood diseases and disorders. The RS&G will consist of two to five Laboratory Centers (LC) capable of performing both massively high throughput, large-scale DNA resequencing and high throughput genotyping for heart, lung, and blood investigators; and one ACC to provide the logistical support for the entire program. Project Requirements The ACC will provide the logistical support for the entire RS&G Service for the five-year renewal. The ACC serves as the focal point for coordination of the various elements of the RS&G Service. Specifically, the ACC shall maintain the website, advertise and market the RS&G Service to the research communities; process the requests for use of the LCs, provide logistical support for the three RS&G Service committees, and facilitate communication among the centers and with NHLBI. During the entire period of performance, the ACC shall coordinate, arrange provide necessary information and materials, and otherwise facilitate meetings and conference calls of the Steering Committee, Evaluation Panel, Oversight Committee, and any other groups determined necessary for the RS&G Service. Prepare and distribute minutes or reports according to the needs and time constraints of each group. During the Transition/Early Production phase (1 to 3 months), the ACC shall: (1) Contribute to and facilitate all aspects of the Steering Committee’s efforts to modify and implement the procedures and processes for the RS&G Service; (2) Develop a Manual of Operations for the Program and related standardized tracking, formats, and reports for management information and for all non-laboratory aspects of RS&G Service operations; (3) Develop and implement effective and efficient communication interfaces for information to and requests from the research community for: • Outreach/Promotion - The Administrative Coordinating Center will inform the research community of the availability of the Laboratory Centers and services through advertisement in journals, exhibits at national meetings, and a web site. The current web site (http://RSnG.nhlbi.nih.gov will be fully operational under the new contractor within two months after award. The web site has a public view for visitors to find out about the RS&G Service and for investigators to read about application guidelines and instructions for the application submission process. The web site has a permissions-based modular design that supports various roles (NHLBI staff, Evaluation Panel, Oversight Committee, and Steering Committee) under appropriate credentials. All brochures, advertisements, marketing strategies, the exhibit booth design, and web site plans must be approved in advance by the NHLBI Contracting Officer’s Technical Representative (COTR). • Applications/Processing: The ACC shall maintain and enhance existing procedures and formats for information and submission procedures for potential applicants; the ACC shall develop procedures to receive, log, and track the requests from investigators to use the services. Electronic submission will be mandatory. • Evaluation: The ACC will work with the Evaluation Panel to provide requests, schedule Evaluation Panel meetings and conference calls, and uploading of their comments and ranking. • Following the prioritization process and approval by NHLBI, the ACC shall: Track status of approved projects from the data provided by the Laboratory Center and maintain an updated list of the Completed Projects from the data supplied by the Laboratory Center. (4) Develop and implement effective and efficient communication and operational interfaces with Laboratory Centers, maximizing the use of electronic communications. The ACC shall provide information from RS&G Service committees and panels for Laboratory Center implementation of approved standardization procedures. Implement methodology to track and report assigned work and accomplished work at each Laboratory Center and for the Laboratory Centers overall. Receive production, quality control, and other information as needed for the committees, panels, and ACC to fulfill their functions in the RS&G Service. (5) Develop and implement effective and efficient communication and operational interfaces with NHLBI. Keep NHLBI informed by communicating frequently and regularly. Promptly identify to NHLBI any concerns or barriers to performance, thus permitting prompt solutions and maximum effectiveness. • Forward for NHLBI approval recommendations from the committees, panels, and ACC for: Standardization of procedures, communication formats, etc for the ACC and Laboratory Centers; Applicant priority recommendations and comments from the evaluation Panel; Procedures and timelines for posting information on the web site; and Review comments and recommendations from the Oversight Committee regarding performance of each Laboratory Center and the ACC. • Implement or forward NHLBI approvals or required revisions to the relevant RS&G Service component(s). (6) Implement the following reporting requirements to NHLBI: Submit a monthly summary of the status of studies approved to use the services, of assigned studies, of completed studies, and on web site issues; and submit quarterly progress report. (7) Develop and implement an effective and efficient management information system that provides useful, accurate, and timely reports on program status to NHLBI and to all components of the RS&G Service. (8) Ensure effective and accurate communications with the DNA re-sequencing and genotyping community by applying appropriate technical/scientific expertise to ACC tasks. During Phases II (months 4-36) and III (months 37-60) – the Production and High Production phases the ACC shall: (1) Continue and/or finalize requirements from Transition/Early Production phase. (2) Implement the following reporting requirements to NHLBI: • Submit technical progress report. • On an annual basis, propose a Performance Assessment Scheme (PAS) for the upcoming year. (3) Develop and implement the technical assistance and information sharing aspects of the web site. The information sharing aspects of the web site shall be updated a minimum of once per month. Via the web site, the ACC shall provide public access to a table listing the genes/regions that have been re-sequenced, the investigators who have used the RS&G Service, laboratory information such as laboratory protocols, quality control procedures, quality control data, sample applications, help, answers to frequently asked questions, user-friendly links for reporting problems and asking questions, and other agreed upon materials such as tutorials, site URLs or links for publicly available software for interpreting sequencing data or selecting variants for genotyping. The web site shall offer search capability by genomic region and gene name. (4) Continuously seek and recommend ways to improve the performance by the ACC and by the RS&G Service as a whole. Maintain a partner-focused cooperative working relationship with the Laboratory Centers, all committees/panels, and the NHLBI. (5) Maintain all databases, website, software, and services in a manner than can be readily transitioned to another provider to ensure continuity of service in the event of contract termination or upon contract re-competition. Cooperate with NHLBI and the new provider in the event of a transition to a new provider. (6) Submit the final report and all products developed under the contract. Capability Statement Small business concerns that believe they possess the capabilities necessary to undertake this study should submit complete documentation of their capabilities to the Contracting Officer. The capabilities statement should specifically address each project requirement separately. Additionally, the capability statement should include: (1) the total number of employees, (2) the professional qualifications of scientists, medical experts, and technical personnel as it relates to the above outlined requirements, (3) a description of general and specific facilities and equipment available, including computer equipment and software, (4) an outline of previous research projects that are similar to the RS&G Service project requirements in which the organization and proposed personnel have participated; and (5) any other information considered relevant to this program. The capability statement must not exceed 15 single sided or 7.5 double sided pages in length and using a 12-point font size minimum. Interested small business organizations are required to identify their size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone numbers of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted electronically (via email) to Kimberly Goodwin, Contract Specialist, at goodwink2@nhlbi.nih.gov and Deborah Applebaum-Bowden, Contracting Officer Technical Representative, at applebad@nhlbi.nih.gov in either MS Word or Adobe Portable Document Format (PDF), within 10 calendar days of the date of this announcement. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After review of the responses received, pre-solicitation and solicitation notices may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The solicitation release date is pending. The Government intends to negotiate two to five Laboratory Centers and one Administrative Center for a period of five years with an approximate award date of September 30, 2010.
