Description
ARRA Terms and Conditions Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This is a small business set-aside. The solicitation number is RFQ1165505 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging has a requirement for Scientific Programming Support. See the attached Statement of Work and terms and conditions. This requirement involves ARRA (Recovery) funds and such terms and conditions are attached to the synopsis. The period of performance is 12 months with the option to extend for an additional one 12-month period. The anticipated annual hours are 1,040 or approximately 20 hours per week. Place of performance is on Government-site in Bethesda, Maryland. Quotations will be evaluated on 1) Technical approach to complete the tasks in a timely and efficient manner 40 points; 2) proposed personnel 35 points and 3) past performance of up to 3 similar requirements 25 points. Price will be evaluated on a best value basis. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
