- In accordance with FAR Part 12 and FAR Part 13, Simplified Acquisition procedures, the National Institutes of Health (NIH) National Library of Medicine intends to procure a turnkey installation upgrade for NLM's Iris Eye Scanner. We are upgrading the current scanner system to a Panasonic Iris Eye scanner system. This new access system will replace all the existing Iris scanners and the head end equipment where it is currently located. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) Code is 561621 with a small business standard of $12.5 million. Description of work: • Install four (4) Iris eye scanners and five (5) Standard BM -200 Panasonic readers with tilt screen. • Upgrade software in support of new Panasonic reader for general usage 1 to 5000 users. • Use all locking hardware, door contacts, equipment, and all cable that can be re-used. • Add one new door. • All installation labor, final connections and testing shall be performed during normal business hours of Monday through Friday 7:00 AM to 5:30 PM. Deliverables: • 5 BM-200 Panasonic Reader with tilt screen • All Door contacts • All Rex equipment • All hardware • Installation Documentation • Equipment Documentation Period of Performance: The anticipated period of performance will be for fifteen days from the date of award. Place of Performance: National Institutes of Health Building 38A - Lister Hill Center 9000 Rockville Pike Bethesda, MD 20892 Evaluation Criteria This award will be made on the basis of the lowest evaluated price of quotes meeting the technically acceptable standards. All interested parties shall submit electronic responses to Ryan Singletary at ryan.singletary@nih.gov. Responses must be received no later than 4:00 PM EST on September 09, 2009 and shall not exceed 10 pages in length. Please reference solicitation number NLM 09/185 -RS on all correspondence to this notice. Questions shall be received and answered by September 7, 2009.
