Description
The U.S. Department of Commerce, National Weather Service (NWS), Weather Forecast Office (WFO), located at 104 Airport Road, Dodge City, KS 67801 plans to acquire a contractor to supply all materials, equipment, labor and supervision necessary to completely seal base of the fiberglass radome on the Upper Air Inflation Building (UAIB). DESCRIPTION OF WORK: The contractor shall: 1. Wire brush and remove loose sealant around exterior of dome 2. Remove old sealant on interior of dome where concrete and dome meet. Install backer rod and reseal. 3. Install elastomeric flashing grade and cotton reinforcement at the base of dome. 4. Install two coats of elastomeric white sealant at exterior base of dome. Additional Requirements: The Contractor shall: 1. Take reasonable pre-cautions to prevent spilling and dripping of coating materials. 2. Promptly remove any spilled material that discolors or contaminates equipment and structural surfaces. 3. Clean up and properly dispose of all left-over materials and containers. Completion Date Completion of this project shall be 30 days from the date of "Notice to Proceed". If any delays are expected, the Government Contracting representative shall be notified as soon as possible to coordinate the modification. Location: It is the intent for this Statement of Work that the work specified will commence at a negotiated date when the contract has been awarded. The location is: National Weather Service 104 Airport Rd. Dodge City, KS. 67801 620-225-6514 Inspections and Acceptance: 1. The work is subject to inspection by the local National Weather Service representative of the contracting office. 2. Final payment will not be made until the work has been inspected and has been found to be satisfactory. 3. Final inspection will be made only after the Contractor has notified, in writing, the Government representative that the work is ready and complete. 4. The Government representative shall be notified two (2) days in advance of the projected completion and inspection date. 5. The Contracting Officer, or the representative, may conditionally accept the work with "minor deficiencies and trivial omissions" provided the unfinished work will be done in a reasonable time. Inspection Items: 1. Tightness of the joints. 2. Number of coats applied. (2 minimum finish coats)(6 mil thickness) 3. Seams properly filled and finished. 4. Visual inspection of caulk and elastomeric shall include: a. Uniformity. b. Cracks. c. Holes. d. Blisters. e. Wrinkles. f. Runs. g. Proper coverage. 5. Proper opening and closing of door. Acceptable Products: Approved equivalent products may be substituted. 1. Sherwin Williams Shermax Ultra Urethanized Elastomeric Sealant (White) (133-5223) or similar. Notes: 1. The resealing of the fiberglass dome will be performed only at temperatures above 40°F and not exceeding 100° F and relative wind born contaminants are low enough to avoid discoloration or poor material adhesion. 2. Sandblasting of the fiberglass domes will not be permitted. 3. Product removal will be done by means of scraping and sanding and cleaning 4. If the fiberglass has degraded the contractor shall submit a separate notice for repairs. This notice will contain square feet of the affected area and projected time which will be added to the contract. The contractor shall submit a cost per square foot. No refurbishment work shall commence without prior approval by the contracting officer. Hard copies of the solicitation will not be available. The solicitation will be available for download approximately August 27, 2009. For a copy of the solicitation, please utilize the FedBizOpps' feature "register to receive notification" as well as "register as an interested vendor". Upon release of the solicitation to the FBO for download, vendors who have registered to receive notification should receive an email from the FBO indicating its availability. Each potential vendor is responsible for checking this website often to obtain all current information associated with this procurement. All responsible sources may submit an offer that will be considered by the agency. The resultant procurement will be a firm fixed-price contract. This will be a 100% small business set-aside. The North American Industrial Classification System Code (NAICS) is 238320. The size standard for Small Business is $14 million. The estimated price range of this project is less than $10,000.00. Completion time for this project is approximately 30 days after the Notice to Proceed. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA).
