- RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY AND IS IN COMPLIANCE WITH THE TRANSPARENCY AND ACCOUNTABILITY REQUIREMENTS ASSOCIATED WITH THE SUPPLEMENTAL APPROPRIATIONS PROVIDED BY THE AMERICAN RECOVERY AND REINVESTIMENT ACTION OF 2009 (ARRA), PUBLIC LAW 111-5. This is an intent notice, not a request for proposal. A solicitation document will not be issued and proposals will not be requested. This acquisition is being conducted under simplified acquisition, FAR Part 13 and is exempt from FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability in response to this notice is solely with the discretion of the Government. The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate and award a purchase order on a non-competitive basis to GE Healthcare Confidential and Proprietary General Electric Company, GE Healthcare Division, 1700 N. Grandview Blvd., Mail Code WT-897, Waukesha, WI 53188 for a TRACERLab FX (115V). The mandatory specifications are as follows: 1)The TRACERLab is fully automated for efficient production of general 181FY Fluoride based tracers, as required for ongoing pre-clinical research across the NIH intramural program. This equipment will be used for research in the National Institute of Biomedical Imaging and Bioengineering’s (NIBIB) PET Radiochemistry Laboratory. 2)Ability to trap out 18FYFluoride from 18-0 water, which is collected and reused after care purification in the unit. 3)The 18FYFluoride is released and transferred into organic phase by the help of a phase transfer catalyst and reacted with a substrate in a reaction vessel. 4)The reactor can operate in a temperature range from 30C to 200C and solvents can be evaporated from the vessel. 5)The product can be purified using an integrated IIPLC System. 6)All synthetic processes are easily programmed through application software 7)After synthesis, an automated cleaning program cleans the system and prepares it for the next run, including autoclaving of the vial in situ. 8)18FYFluoride produced by a cyclotron can be transferred automatically into the system. 9)Important parameters including temperature, pressure and level of radioactivity are recorded during synthesis. 10)Emissions of radioactivity is minimized with the use of liquid-nitrogen cooling trap. This sole source acquisition therefore is justified under the authority contained in 41 U.S.C. 255 (1) and FAR 6.302-1 (a) (2), states that: when the supplies or services required by the agency are available form only one responsible source, and no other type of supply or services will satisfy agency requirements full and open competition may not need t be provided for.
