Procurement Request Number: DJCMC95507 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION BRAND NAME Upon the basis of the following justification, I, as contracting officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(c), because the supplies or services required by the Agency requires that the use of brand name descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of product manufactured by another company. 1. Agency and Contracting Activity: (FAR 6.303-2(a)(1)). Requiring Activity : Defense Information Systems Agency (DISA) Contracting Activity : Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization - National Capital Region (DITCO-NCR). Code: PL6, P.O. Box 4502, Arlington, VA 22204 2. Nature/Description of Action(s): (FAR 6.303-2(a)(2)). This action is to purchase eighty eight (88) Spare 2 GB Memory Expansion Kit (2x1GB low-profile DDR PC2100 registered ECC DIMMs), 8 for each of the 11 SunFire V440 web servers supporting the 7 GCCS JOPES Strategic Server Enclaves. This is a firm-fixed price contract that will utilize FY09 Operations and Maintenance funds at an estimated cost of $66,000.00. 3. Description of Supplies/Services: (FAR 6.303-2(a)(2)). (FAR 6.303-2(a)(3)). This action is to purchase eighty eight (88) Spare 2 GB Memory Expansion Kit (2x1GB low-profile DDR PC2100 registered ECC DIMMs), 8 for each of the 11 SunFire V440 web servers supporting the 7 GCCS JOPES Strategic Server Enclaves. This warranty coverage is required to support the Global Command and Communication System-Joint (GCCS-J) Joint Operation Planning and Execution System (JOPES) Server Enclaves. Increased memory requirements for the next release of GCCS-J Joint Operation Planning and Execution System (JOPES) are driving the need for this hardware. The upcoming release requires increased web server processing memory to accommodate operations in a web-centric applications environment. This purchase doubles the memory currently on hand for the purpose of processing web based enclave transactions. The SunFire V440 web servers are essential to maintain the operational effectiveness of the GCCS-J JOPES Strategic enclaves. The SunFire V440 web servers provide the core processing of all web transactions of the GCCS-J JOPES Strategic enclaves. It is imperative to expand the web server's memory in order to comply with operational directives and key performance parameters. ITEM CLIN DESCRIPTION PART NO QTY 0001 Spare 2 GB Memory Expansion Kit (2x1GB low-profile DDR PC2100 registered ECC DIMMs) 540-6230 88 4. Identification of Statutory Authority: (FAR 6.303-2(a)(4). The statutory authority that will be used is 10 U.S.C. 2304(c)(1) - The use of brand name descriptions in the acquisition is essential to the Government's requirements, thereby precluding consideration of product manufactured by another company. 5. Demonstration of Contractor's Unique Qualifications: (FAR 6.303-2(a)(5)) DISA/JSSC is responsible for the centralized administration, maintenance, and lifecycle management of the GCCS-J system. JSSC uses specific systems to accomplish this mission. Brand named products are recommended at the exclusion of others based on the results of extensive operational, functional, and security testing. The requested hardware will be an add-on or expansion of the approved hardware and must be of the Sun Microsystems brand to provide form, fit and functional compatibility with existing hardware. To preclude voiding manufacturer's warranty coverage. JSSC is requires specific components of SUN memory expansion because they are in the approved system hardware for GCCS-J. The GCCS Certification and Accreditation provides security review and NSA acceptance for operations of IT equipment within the GCCS Classified environment. GCCS-J SUN equipment has satisfied all required security, accreditation, and acquisition requirements necessary for operational employment. Introducing a new hardware and/or operating system hardware configuration would invalidate the certification and become an unnecessary security risk to the IT infrastructure. 6. FedBizOpps Announcement/Potential Sources: (FAR 6.303-2(a)(6)) Efforts will be made to ensure offers are solicited from as many potential sources as is practicable. 7. Determination of Fair and Reasonable Cost: (FAR 6.303-2(a)(7)) The Contracting Officer will ensure that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer will seek further discounts from established contracting pricing. 8. Description of Market Research: (FAR 6.303-2(a)(8)) Market research did uncover alternate manufacturers however, due to warranty restrictions, alternate manufacturers will not be suitable for this action. Market research did reveal there to be authorized resellers of the requested products. Therefore, the results of this market research are that this action should be advertised to locate other potential resellers, but no other product will currently satisfy the agency requirements. 9. Any Other Supporting Facts: (FAR 6.303-2(a)(9)) None 10. Listing of Interested Sources: (FAR 6.303-2(a)(10)) A listing of the sources, if any that expressed in writing, an interest in the acquisition. Actions Taken to Remove Barriers to Competition: (FAR 6.303-2(a)(11)) Due to warranty restrictions, barrier removal for the competition could not be accomplished. In the event that Sun Microsystems modifies their warranty restrictions to allow third party or alternate manufacturers parts, significant barriers would be lifted to broaden competition for such actions. 12.
