Description
The SEC has a sole source requirement for the upgrade of the existing wireless/cellular system at its Washington, D.C. headquarters (Station Place) using Extenet Systems to provide theis hardware and installation. Extenet Systems installed the existing wireless/cellular system in Station Place 1. The system is broken in to three sectors. Sectors 2one and 3three are “Bright Cell Plus” while Sector 22 is “Bright Cell.” This requirement is for an upgrade to Sector 22 from “Bright Cell” to “Bright Cell Plus.” This upgrade will include all laborinstallation and hardware/software. The SEC’s has a Distributed Antenna System (DAS) that provides cellular phone signal coverage in both headquarters buildings in Washington, DC. The contractor, Extenet Systems, installed the DAS and currently has the mMaintenance contract for the DAS (SECHQ1-08-C-8199). As a result of this initial installation, Extenet Systems not only has extensive knowledge of how the system is designed, but due to warranty and compatibility issues it would not be possible for another vendor to provide a compatible hardware/software upgrade as well as the support necessary for upgrading and maintaining this mature DAS system. and how critical it is to provide cellular service all of the SEC’s wireless devices. At this juncture, changing Using to a different contractorvendor could cause aan unacceptable disruption of service to all of the SEC’s critical wireless devices. Due to warranty, and compatibility issues it would not be possible for another vendor to provide compatible hardware/software/maintenance and support capable of meeting the SEC’s requirements.
