- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) using simplified acquisition procedures. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition is set aside for small businesses. The size standard for nonmanufacturers (wholesalers or retailers) is 500 employees, and nonmanufacturers must offer products manufactured by small businesses. The NAICS code is 334119, and the related small business standard size is 1,000 employees. The Social Security Administration (SSA) has a requirement for the following items: The Contract Line Item Number (CLIN), quantity, and unit issue are as follows: CLIN 0001 IQ Invision Indoor Camera, model #IQ703V7NPNE, ten each; CLIN 0002 IQ Invision Indoor Camera, model IQ703V2NPNE ten each; CLIN 0003 IQ Invision Outdoor Camera, model IQ853V7PESS, five each ; CLIN 0004 Lens 4.5-10 mm, model IQ Invision V7, five each. SSA will not consider substitutions for any of these items as compatibility and interoperability with existing equipment is essential. The vendor shall deliver all items FOB Destination to Social Security Administration, Durham Support Center (DSC), 3604 Hopson Road RTP, Durham, North Carolina 27709. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-2 Evaluation-Commercial Items, apply to this acquisition. The Government will award a purchase order or multiple purchase orders under Simplified Acquisition regulations resulting from this solicitation to the responsible quoter or quoters whose quotation conforming to the solicitation will be most advantageous to the Government based on price and price-related factors. The Government will award one order based on lowest total price for all items, unless issuing multiple orders to more than one quoter would be more advantageous to the Government, considering total price for all items, the administrative cost of splitting orders, and related factors. The clause at 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisition. Additionally, the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition, including subparagraph (8i) 52.219-6; (18) 52.219-28, (19) 52.222-3, (20) 52.222-19, (21) 52.222-21, (22) 52.222-26, (24) 52.222-36, (34) 52.225-13, and (39) 52.232-33. All offerors shall submit the following: 1) Price Quotation; 2) Copy of most recently published price list(s); 4) Any warranty information, i.e. return for defects; and, 5) If the quoter has not completed the annual representations and certifications electronically at http://orca.bpn.gov, then a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.acqnet.gov/far/loadmainre.html must be completed. All quotations should be sent to Andrew.Klimas@ssa.gov. For information, call the POC identified above. In accordance with FAR Subpart 5.203(b), quotations must be received by 1:00 p.m. local time on August 31, 2009. Questions regarding this solicitation shall be submitted in writing only, refer to IQinvision. Telephone calls and faxed quotations will not be accepted.
