Description
The U.S. Department of Commerce, National Ocean Service, Florida Keys National Marine Sanctuary (FKNMS), located at 33 East Quay Road, Key West, FL 33040 plans to acquire a contractor to provide all labor, materials, disposal, supervision, coordination, equipment and service necessary to complete the repair of piers and wood piles located on the boat dock of this facility. DESCRIPTION: The Contractor shall repair the dock by using a pile wrap on all 50 piles, at the bracing area, then replacing the dock bracing in its entirety with new fasteners as described below. The Contractor shall install pile wrap at all piles. The Contractor shall use a commercial pile wrap (TC Enviro-shield or equal) in 5-foot widths. Following all manufacturer recommendations the pile wrap shall be applied along a 5-foot vertical section on each pile so that two-and-one-half feet of the wrap are above mean sea leave and two-and-one-half feet of the wrap are below mean sea level. Before installing wrap, pile shall be cleaned, removing all marine growth and foreign matter for the entire length to be protected. This includes all existing surface projections (i.e. nails, bolts, large splinters) and any other surface condition that would penetrate or damage the wrap. Wrap shall be secured per the manufacturers requirements. Before installation of the pile wrap it shall be approved by the on-site NOAA manager. The existing greenheart bracing shall be removed from the site and disposed of in accordance with all current, applicable environmental laws, regulations, policies, and procedures. If Florida Keys National Marine Sanctuary (FKNMS) personnel choose to salvage any of the existing bracing timber, their salvage activity shall not interfere with the Contractor's ability or responsibility to remove the existing bracing from the site and shall be at no additional cost to the Government. With the existing bracing removed and the piles wrapped, new galvanized connection hardware shall be installed for all lower connections (below the tide line) using the existing holes in the piling. The hardware located above the tide line can be conditionally reused; provided, it is long enough to accommodate the new 4-inch by 12-inch bracing and remains undamaged. The Contractor shall then replace all existing bracing with new 4-inch by 12-inch marine preservative treated timber. The as-built drawings have been attached to assist the contractor in understanding the project. Hard copies of the solicitation will not be available. The solicitation will be available for download approximately August 27, 2009. Upon release of the solicitation to the FBO for download, vendors who have registered to receive notification should receive an email from the FBO indicating its availability. Each potential vendor is responsible for checking this website often to obtain all current information associated with this procurement. All responsible sources may submit an offer that will be considered by the agency. The resultant procurement will be a firm fixed-price contract. This will be a 100% small business set-aside. The North American Industrial Classification System Code (NAICS) is 238990. The size standard for Small Business is $14 million. The estimated price range of this project is less than $25,000.00. Completion time for this project is approximately 30 days after the Notice to Proceed. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA).
