Description
The Social Security Administration (SSA) has a requirement for Privacy Expert services. It is anticipated that SSA will award approximately two (2), Indefinite Delivery/Indefinite Quantity (IDIQ) labor hour type (based on loaded labor rates), commercial contracts on or about September 30, 2009. The period of performance is for one base year from the time of award with two one-year option periods. A minimum of 24 and maximum of 36 hours is anticipated for the base year and in each option year. In order to process claims for disability, the Social Security Administration (SSA) solicits medical information from doctors and other health care providers. SSA has legal and regulatory requirements to share payment and eligibility information with other federal, state and local agencies. SSA’s records are subject to the rules of confidentiality of the Federal Privacy Act. Many of these records are sensitive in nature. In spite of the safeguards for personal data guaranteed by the Privacy Act and other statutes, public concern for the security of personal data continues. The Government Paperwork Elimination Act of 1998 and the E-Government Act of 2002 have made it necessary to offer services electronically for citizens and businesses to interact with government. As a result, SSA has developed automated services (Internet and Interactive Voice Recognition Telephone applications) as an alternate service delivery channel. Such automated services magnify the issues of confidentiality and privacy. SSA has a need to consult with experts in the field of privacy to obtain input and feedback regarding SSA’s efforts for expanding automated services, to ensure that it is taking all privacy issues into consideration, and ensure compliance with statutory and regulatory privacy requirements. This procurement will be a full and open competition and is expected to be conducted as a simplified acquisition in accordance with FAR Part 13. The North American Industry Classification System (NAICS) code for this requirement is 541611. The RFQ is expected to be available for downloading on or about August 26, 2009 via the internet at Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov/. The RFQ will be issued under solicitation number SSA-RFQ-09-1930. No paper copies of the solicitation will mailed. No telephone calls will be accepted.
