Description
RECOVERY--Furnish all labor, equipment, supplies and incidentals to remove the existing gate and fabricate and install a similar gate in its place. The existing gate is approximately 84 feet tall and 88 feet wide and weighs approximately 600 tons. The work includes fabrication of the new gate, demolition and disposal of the existing gate, installation of the new gate, miscellaneous mechanical and electrical work related to new gate installation and operation, and any onsite staging and construction efforts to perform these activities. The work also includes replacing 24 wire ropes, each 2 inch diameter by 172 feet long. This program also involves extensive crane and rigging requirements to remove the old gate and install the new gate. Access to the gate will be limited by the existing concrete navigation lock walls and towers. Access to the site my be restricted due to water and surrounding conditions. The lower Snake River and lower Columbia River lock system is anticipated to be out of service as early as December 1, 2010 through March 27, 2011. The lock outage work window at Lower Monumental may be limited to 12 weeks during that period. All physical work is outside. Average mean temperatures at Lower Monumental Dam vicinity for that period range from 25 to 54 degrees F. Work conditions include elevated work, work on the water, and in confined spaces. Work requires management skills and capabilities to coordinate the activities of a wide variety of labor crafts and subcontractors in order to meet the work window constraint. Solicitation No. W912EF-09-R-0065 will be posted to the FBO website on or about September 10, 2009. Due date for receipt of proposals will not be sooner than 30 calendar days after actual solicitation issuance date. The due date for proposals will be stated in the solicitation and any solicitation amendments that may be issued. A site visit will be offered approximately 2 weeks after the solicitation is made available to offerors. The solicitation will provide details about the site visit. This is will be a best value negotiated procurement using the tradeoff process and is open to both large and small business concerns. NAICS code for this project is 237990, and the small business size standard is $33,500,000 average annual receipts. Estimated magnitude of construction is between $10,000,000 and $25,000,000.
