- Arcata Associates, Inc. intends to negotiate as an emergency on a sole make andmodel basis as all or none, with Value Added Resellers (VARs) of Lenel for the renewalof software maintenance on the Lenel Regional servers NASA wide, in support of theCommon Badging and Access Control System (CBACS), an agency wide program managed out ofMarshall Space Flight Center, AL (MSFC). Period of Performance (POP) shall be10/1/08-9/30/09 Vendors that propose this requirement shall certify in writing and provide a LenelCertification that they are an authorized Lenel Provider for the items listed on theattached RFQ.Arcata Associates, Inc. intends to purchase these items from Value Added Resellers (VARs)of Lenel pursuant to FAR 6-302-2 which implements the authority of 10 U.S.C. 2304 (c)(2) for acquisition of a specific make, model, vendor unusual and compelling urgency thatwould result in serious (financial or otherwise) injury to the Government.Interested firms have until 6 Oct 2008 4:00 PM CDST to submit in writing to theidentified point of contact, the attached Request for Quote, and all associated paperwork per the special instructions. Responses received after 6 Oct 2008 4:00 PM CDST without the required information will be considered non responsive to thesynopsis/solicitation and will not be considered. A determination by Arcata Associates,Inc. to not compete this proposed effort on a full and open cost competitive basis,based upon responses to this notice is solely within the discretion of ArcataAssociates, Inc. This announcement constitutes the only solicitation; quotes are being requested per theattached Request for Quotation (RFQ), and includes complete description and part numberstogether with Representation and Certifications, and Arcata Associates, Inc. Terms andConditions and all attachments must be completed in order for consideration. It is the offeror's responsibility to monitor this Internet site for the release of anyamendments, and clarifying questions and answers. For subscribers to the WWW who wish toobtain the relevant documents covering this synopsis, please access said information at http://procurement.nasa.gov as no hardcopy will be provided by this office.
