- ****SEND ALL INFORMATION INCLUDING QUOTES AND TECHNICAL QUESTIONS IN WRITING TOPAMELA JACKSON AT Pamela.l.Jackson@nasa.gov; FAX 256-544-5028****NASA/MSFC has a requirement for welding consulting services associated with the newthermal stir welding (TSW) system located at Marshall Space Flight Center in bldg. 4755.NASA/MSFC intends to purchase the items from Automation Consultants, Inc. on a solesource basis.Automation Consultants, Inc. has provided services for the operation of the TSW prototypesystem for the last two years.Automation Consultants, Inc. has achieved anddemonstrated a level of expertise and understanding of the TSW technology that no oneelse possesses and is the only company capable of providing consulting services for thenew thermal stir welding system, as NASA is the sole entity with access to the TSWtechnology. This knowledge is essential for the continued development of the TSWtechnology for NASA interests.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Pamela Jackson no later than 4:30 p.m. CST time on September 2,2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
