Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The versions of provisions and clauses incorporated herein are those in effect as of Federal Acquisition Circular (FAC) 2005-36 dated 8/11/09. The Export-Import Bank of the United States intends a sole source award for subscription services to Dow Jones & Company, Inc. The applicable NAICS code is 511199-All Other Publishers, with a small business size standard of 500 employees. There are no set-asides identified for this procurement. The Export-Import (Ex-Im) Bank of the United States' Research Library has a requirement to purchase online database information services from a sole source Dow Jones & Company, Inc. via their Factiva product, an online database that allow for searching and retrieval of current and archived news, company information, business data, and more. The Factiva database would be used by Research Library and Communications staff but the information gathered would be used by and ultimately benefits the entire agency. Factiva provides news and company information that is crucial for analysis, background, and execution of Bank programs and operations. Searching and alerting services are vital for daily awareness of domestic and foreign markets. The Research Library would like to purchase the Factiva database to use in addition to two other business-focused databases for which Ex-Im Bank has contracted: Lexis/Nexis' Nexis and EBSCO's Business Source Premier. Each of the three databases have certain overlapping business content but much unique content, making the purchase of all three necessary to Ex-Im Bank. A Factiva subscription provides: (1) 4,000 sources from 159 countries and available in 22 languages, including more than 2,100 newspapers, for same-day and archival coverage of the world's most influential newspapers, including The Wall Street Journal, The New York Times, South China Morning Post, and The Times. (2) More than 3,500 magazines including general business titles and the industry publications for knowledge-driven markets, including The Economist, Finanz und Wirtschaft, Satellite News, and Computerworld. (3) More than 5,500 business and industry publications. (4) More than 500 newswires for breaking news from Dow Jones, Reuters and the Associated Press, as well ass PR Newswire, M2 Presswire and other regionally focused and industry newswires. (5) More than 280 media programs' transcripts from the BBC, CNN, ABC, CBS, NBC, and Fox. Unique content that is only available on Factiva includes: (1) Wall Street Journal - all editions; (2) Barron's; (3) MarketWatch; (4) SmartMoney; (5) Over 300 unique newswires, including: Dow Jones Newswires, such as (A) Dow Jones Capital Markets Report; (B) Dow Jones Chinese Financial Wire; (C) Dow Jones Commodities Services; (D) Dow Jones Corporate Fillings Alert; and (E) Dow Jones News Service. This solicitation incorporates the FAR clauses 52.212-1 (Instructions to Offerors-Commercial Items (Jun 2008)); 52.212-3 (Offeror Representations and Certifications-Commercial Items (Feb 2009)); 52.212-4 (Contract Terms and Conditions-Commercial Items (Mar 2009)); 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (May 2009)); 52.217-8 (Option to Extend the Services); 52.217-9 (Option to Extend the Term of the Contract); and 52.237-3 (Continuity of Services) for commercial items and services.
