Description
This announcement is to provide notice that the U.S. Army Space and Missile Defense Command on behalf of the Joint Program Executive Office for Chemical Biological Defense (JPEO - CBD) intends to negotiate on a sole source basis the incorporation of Item Unique Identification (IUID) and Radio-Frequency Identification (RFID) product feature improvements into the current Good Manufacturing Practices (cGMP) manufacturing processes of four existing nerve agent antidote autoinjector product lines. The four nerve agent antidote products are the Convulsant Antidote for Nerve Agents (CANA, diazepam autoinjector), the Antidote Treatment Nerve Agent, Autoinjector (ATNAA), the Atropen@, and the Pralidoxime Chloride autoinjector. The intended contractor is Meridian Medical Technologies, 6350 Stevens Forest Road, Suite 301, Columbia, MD 21046. It is anticipated that a firm fixed price contract will be issued, with expected completion within two (2) years. The Government has identified Meridian Medical Technologies as the only known source qualified to incorporate the IUID and RFID product feature improvements into the four existing nerve agent antidote autoinjector cGMP manufacturing processes because they are the sole cGMP manufacture of these products. The statutory authority permitting acquisition of these items by other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. While this notice is not a request for competitive proposals, responsible parties purporting to have the requisite credentials and licensing to provide this service without unacceptable delays in fulfilling the agency's requirements must furnish, in writing, factual information, which clearly supports and demonstrates that their facility is sufficiently able to produce the required cGMP products within 10 days of this notice to Mr. Richard Totten, Contract Specialist, by fax to 301-619-5009 or email: richard.tottenl @us.army.mil. Any questions regarding this notice must be in writing only; no telephonic replies will be accepted. A determination not to compete this proposed action based on any responses to this notice is solely within the discretion of the Contracting Officer. The Contracting Officer for this action is Ms. Lynn Selfridge.
