- The Naval Surface Warfare Center Panama City Division (NSWC PCD), Panama City, Florida intends to solicit Rolls-Royce Commercial Marine, 1880 S Dairy Ashford St Ste 301, Houston TX 77077 on a sole-source basis for Lever Unit with CDP/N (QTY: 1); Bushing (QTY: 2); Central Unit (QTY: 1); Trim Tab Cylinder (QTY: 1); Screws (QTY: 79); Cylindric Pin (QTY: 8); Anode, Zinc (QTY: 4); O-Ring (QTY: 4); Steering Bellow (QTY: 2); Hydraulic Cylinder (QTY: 4); and Shaft Journal (QTY: 3). This purchase is unsuitable for full and open competition for the following reason: NSWC PCD utilizes these components on the MARK V Special Operations Craft (MKV SOC). These components have been tested, certified and approved for the MKV. In order to ensure operation capability and compatibility with other MKV components, these items can only be purchased from the specified vendors on the Approved Purchasing List. Rolls-Royce Commercial Marine is the only authorized vendor for the specified items. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302-1(i)(A). This notice of intent is not a request for competitive quotations. Delivery will be the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. A firm-fixed-price order is anticipated.
