Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB), intends to procure on a sole-source basis with Fred Hutchinson Cancer Research Center, WHI Clinical Coordinating Center, 1100 Fairview Avenue, J6-300, Seattle WA 98109. The contractor shall provide biologic samples for the upper gastrointestinal (UGI) cancer genome-wide association study (GWAS) and telomere length evaluation. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5M. The period of performance is five (5) months from date of award. This is a firm fixed price type contract. Gastric cancer remains the second leading cause of cancer-related mortality worldwide. Rates are generally higher in developing countries, and lower in North American and Western European countries. Most cohort studies were initiated in populations at lower risk for gastric cancer. As such, case numbers are small in most cohort studies, leading to limited power to investigate moderate risk factors. We are pooling prospectively collected samples from multiple cohort studies in the cohort consortium in order to identify risk factors for gastric cancer. The three aims of this project are to investigate the association of gastric cancer with: 1) Germ-line genetic variation, including both single nucleotide polymorphisms (SNP) and copy number variants (CNV); 2) Helicobacter pylori (Hp), pepsinogen I, and pepsinogen II; 3) Germ-line telomere length. The purpose of the current procurement is to acquire serum and DNA samples from the Women's Health Initiative (WHI) in order for them to be used to measure germ-line variation, Hp, pepsinogen I, pepsinogen II, and telomere length in gastric cancer cases and controls. The contractor shall pull, aliquot, and transport serum samples from 119 cases, 238 controls, and 38 QC samples. In addition, the WHI shall pull, aliquot, extract, standardize and transport DNA samples from 119 cases, 238 controls, and 18 QC samples. The WHI cohort is a unique, prospectively followed study population of post-menopausal women from the United States in which to examine the etiology of disease. The Clinical Coordinating Center for the WHI coordinates the scientific research conducted using data and biologic samples from the WHI, and is located at the Fred Hutchinson Cancer Research Center in Seattle, WA. The proposed population of gastric cancer cases and controls from WHI will be part of a larger joint effort to examine variation in several important risk factors for gastric cancer among cohorts from the NCI Cohort Consortium. In order to maximize statistical power to evaluate this hypothesis, we plan to include cases from several prospective cohort studies, similar to WHI, with detailed exposure data and available prediagnostic biospecimens. Therefore, WHI samples will serve as a vital component of this joint collaborative effort. In addition, gastric cancer is less prevalent in women than men. For this reason, the WHI will provide especially critical samples for evaluating risk factors for gastric cancer in women. The above mentioned samples to be used for this collaborative project are in the sole possession of the WHI. Thus, the requested work can only be carried out by the WHI Clinical Coordinating Center, which is located at the Fred Hutchinson Cancer Research Center in Seattle, WA. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities.
