- The Mission & Installation Contracting Command (MICC), Eustis intends to award a sole source purchase to Saba, Inc. The requirement for SABA Learning is a Learning Management System (LMS) that automates common training and education management and administrative functions, as well as serving as a platform for hosting, delivering, and managing digitized training products. In 2001, SABA Learning Version 3.4 was selected through a competitive process by the U.S. Army as its Enterprise LMS, becoming the centerpiece of the Distributed Learning Systems Increment 3 acquisition venture. Since that time, the original SABA commercial-off-the-shelf (COTS) product employed as the Army Learning Management System (ALMS) has undergone substantial modification in order to meet specific Army-approved training and training management requirements provided by TRADOC, as the Army Executive for Distributed Learning and combat developer for the ALMS. Today, the web-based ALMS application is part of a tightly integrated software suite that includes other specialized software applications, such as Oracle, Vitria, and Crystal Reports. This requirement will be awarded as a firm fixed price contract. The government intends to negotiate on a sole source basis with Saba Software Incorporated, 2400 Bridge Parkway, Redwood Shores California 94065. This requirement is for the annual support and maintenance for the Learning Management System software. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 4 September 2009 at 3:00 p.m. Eastern Standard Time. The anticipated award date is 20 September 2009.
