Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9114F-09-T- 0099 This solicitation is issued as a Request For Quotation (RFQ), which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-14. Offered System must have 32 referential inputs and 12 high level DC Inputs that are automatically configured by software as AC or DC depending on Signal Type. 2. Offered System must have additional 4 high level DC inputs for possibility to interface to devices such as Oximeters, Capnographs and CPAPs (continuous positive airway pressure). 3. Offered System must be able to create individual user profiles for scoring PSGs and reviewing EEGs. 4. Offered System must be compatible with on site existing audio/video equipment. 5. Offered System must be able to conduct neuro-based sleep studies with spike and seizure detection, heart rate trending, photic and video synchronized EEG. 9. Offered System must have split screen review and manual scoring of previously recorded data online while still observing the live traces. 10. Offered System must be able to run on Windows XP. 11. Offered System must be modular and expandable. FACTOR II Price. The Government will select the quote that is based upon the lowest evaluated price, technically acceptable quote. If any one technical factor is rated unacceptable, then your quote will no longer be considered for award. All CLINs shall be priced. If you fail to price all CLINs your quote will not be considered for award. (NOTE: Failure to receive an acceptable rating of any of the technical factors will result in an unacceptable technical rating unless the error(s), deficiency (ies) or omission (s) can be corrected.) EVALUATION STANDARDS. The offerors technical quote will be evaluated using the following standards for a final rating: ACCEPTABLE: A quote that satisfies all of the Governments requirements with minimal detail to indicate feasibility of the approach and shows minimal understanding of the problems, with an overall moderate to high degree of risk in meeting the Governments requirements. UNACCEPTABLE: A quote that contains a major error(s), omission(s) or deficiency(ies) that indicates a lack of understanding of the problems or an approach that cannot be expected to meet requirements or involves a very high risk; and none of these conditions can be corrected without a major rewrite or revision of the quote. SPECIAL NOTE: All offerors must be registered in the Central Contractor Registration (CCR) prior to award, and lack of registration shall make an offer ineligible for award.
