- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Genesis BPS, 65 Commerce Way, Hackensack, NJ, 07601-6302, as the only responsible source that can provide the Total Containment Device (TCD) Sterile Tube Welder. This acquisition is being conducted under the FAR 13.106-1. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. The US Navy has a requirement for portable Sterile Tube Welder for use with portable blood banking system. The Genesis unit is no greater than 11” L X 4” W X 2.5” H and weighing less than 4lbs. It runs on 120 VAC power with a power cable of at least six feet in length. In compliance with the Command’s initiative to enhance Integrated Logistic Support (ILS) for Fleet applications, the only technically acceptable item that has (ILS) support is the Sterile Tube Welder manufactured by Genesis BPS. This unit has been standardized for all fleet platforms as part of the portable blood banking system. The installed base is currently in more than half of the ships in the fleet as well as each new ship that is being built. These items were standardized to maintain interoperability between all ships. The choice of any other manufacturer would result in a breakdown of that interoperability between fleet assets and reduce the lifesaving capability of each ship. Items being purchased in this acquisition: (2) Total Containment Device Sterile Tube Welder P/N: 480-1245 (2) Total Containment Device Welding Wafers P/N: 480-1274 This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Genesis, BPS.
