Description
Description: RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: The work is for the Solar Energy Grid Integration System (SEGIS) program which focuses on development of advanced inverters, controllers, and other balance of system components for photovoltaic distributed power applications. The action is other than fixed price because work is assigned to the contractor (Sandia Corporation) through the issuance of Work Authorizations (WA) is pursuant to the terms and conditions of the prime management and operating contract, which was awarded as a cost reimbursement type contract due to technical and cost uncertainties in contract performance. Costs cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and extent of the research is uncertain. Sandia was selected by the Department of Energy to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter and the prime contract. The work falls within the prime contract Statement of Work, paragraph 3.3, entitled “Energy Efficiency and Renewable Energy” that states: “The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation.” The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. NOTE: This action is an awarded modification that recognizes Work Authorization no. SL-100003-20489-09 issued under Management and Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
