- RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: The work is for capital equipment for system integration in the Distributed Energy Technology Lab refurbishment that will create additional space to conduct internal and industry-partnered Research and Development efforts. The action is other than fixed price because work is assigned to the contractor (Sandia Corporation) through the issuance of Work Authorizations (WAs) is pursuant to the terms and conditions of the prime management and operating contract, which was awarded as a cost reimbursement type contract due to technical and cost uncertainties in contract performance. Costs cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and extent of the capital equipment to meet system integration is uncertain. Sandia was selected by DOE to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter and the prime contract statement of work, paragraph 3.3, Energy Efficiency and Renewal Energy that allows for this type of work. The use of a separate fixed price award to Sandia Corporation for the WA is inappropriate because this is issued under an existing cost reimbursable contract. NOTE: This action is an awarded modification that recognizes Work Authorization no. SL-100003-20480-09 issued under Management and Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
