Description
The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a sole-source, performance based services contract to The Boeing Company, Boeing Aerospace Operations (BAO), Oklahoma City, OK, for technical and engineering support required for the CH-46E helicopter Program Office, PMA-226. The firm fixed price order will be awarded under an under an existing Basic Ordering Agreement (BOA), N00019-05-G-0012. The period of performance for this effort is 1 December 2009 through 30 November 2010, and the work will be performed at MCAS Cherry Pt, NC, and MCAS New River, NC. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The technical and engineering support specialists require an in-depth knowledge of all CH-46 aircraft avionic and related systems, aircraft operating environments, Naval Aviation Maintenance and Operations processes and procedures, and Fleet Logistics support requirements. The primary emphasis on task requirements will be associated with Avionics and related systems. Additionally, the engineering and technical support specialists will provide technical assistance to the Fleet Support Team (FST) at the Fleet Readiness Center East, Cherry Point, NC, in the following areas: Engineering Change Proposals (ECPs) and configuration modifications to systems, subsystems, and component changes; prototype installations, validations and production efforts with FST personnel and on-site Fleet personnel; technical plans and reports; maintenance installation; repair instructions and modification procedures to include Technical Manual source data; illustrations, wiring diagrams, parts lists and tables for both new and existing technical manuals; and technical and engineering support to Navy FST personnel to clarify and relate Boeing design requirements associated with components and systems, as documented on Boeing Engineering Drawings. The Boeing Company is the sole designer, developer, and original equipment manufacturer (OEM) of the H-46 series helicopter and retains exclusive proprietary rights to all technical data. The Boeing Company is the only firm that possesses the knowledge, experience, technical expertise, and technical data required to perform these efforts.
