THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. In the past year, International Union for Health Promotion and Education (IUHPE) has increased its technical capacity and their scientific portfolio is replete with new commitments to develop health promotion and achieve equity in health globally. In addition to publishing scientific journals and organizing renowned world and regional conferences, IUHPE pursues its mission and goals through the development of scientific activities, working in partnership with inter-governmental bodies, non-governmental organizations, networks, and national agencies. The IUHPE in response to the need to convene a set of global professional around a specific facet of the scientific affairs programme, has established Global Working Groups on Healthy Settings, Salutogenesis, Social Determinants of Health and Surveillance. The IUHPE is engaged in different work that contributes to the translation of the recommendations made in the report into concrete actions and initiatives to support capacity building for health promotion action to reduce the unequal distribution of social and economic determinants of health. In addition to establishing a Global Working Group specific to this topic, the IUHPE has recently partnered with the Department of Health of England to produce a Supplement of the Journal, Global Health Promotion, on the conference ‘Closing the gap in a generation: health equity through action on the social determinants of health', published this April and complimentary to IUHPE members with their membership. Capacity building and knowledge dissemination within the IUHPE membership are undertaken through such mechanisms as the flagship journal Global Health Promotion and the suite of partner journals. The 20th World Conference on Health Promotion in 2010 (www.iuhpeconference.net) represents the peat event for exchange and networking, where members and friend come together to take stock of knowledge and experiences, and set the forward agenda for scientific development of the field. CDC is contemplating a Fixed Price award to secure membership renewal with IUHPE. CDC contemplated an award to International Union for Health Promotion and Education pursuant to FAR 6.302(a)(2), "when the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The CDC has identified International Union for Health Promotion and Education, 42 Boulevard de la Liberation, 93203 Saint Denis Cedex, France, as the sole source to provide the requirement. The period of performance of the contract is for the year 2009. However, responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail to Matthew Ellington at mce8@cdc.gov no later than 15 days from the published date of this announcement, September 8, 2009, responses are limited to 5 pages, single spaced, 12 font, Times Roman. The cover letter is not includes in the 5 page limit, however should be included in the body of the email response. Telephone inquiries will be considered non-responsive.
