- RECOVERY: Department of Veterans Affairs, VA Medical Center WestPalm Beach FL is soliciting and intends to award a firm fixed pricecontract for Architect/Engineering services for an A/E for developmentof complete construction documents (i.e. working drawings,specifications, and reports), Certified Independent Third Party SafetyProfessional services, and construction period services for Project548-09-124, Modification and Upgrade of the current hard wire fire alarmsystem. Interested firms shall have the capability of engaging alladditional disciplines as necessary to provide a complete proposal.Estimated cost range for construction is between $1,000,000.00 and$5,000,000.00. NAICS code for this project is 54130. Set-Aside/Area of Consideration: This acquisition is set-aside forService Disabled Veteran Owned Businesses (SDVOB) only who are currentlyregistered in the Central Contractor Registration (CCR) database andwhose firm is physically located within the State of Florida.Submissions received that do not meet these criteria will not beconsidered. Please submit your qualifications and past performance data on SF330 (architect-engineer qualifications). You can obtain Standard Form 330at: http://www.gsa.gov and then clicking on Forms Library located underthe most requested links on the left hand side of the web page. Firmsdesiring consideration should submit a completed copy of form SF330 nolater than 3:00 P.M. on September 15, 2009 to VA Medical Center,Procurement Business Division, Bldg 12, Attn: Debra Becht, 7305 NMilitary Trail, West Palm Beach FL 33410. Firms will be evaluated basedon: professional qualifications necessary for satisfactory performanceof required services, specialized experience and technical competence inthe type of work required, capacity to perform the work within therequired timeframe, past performance on contracts with VA MedicalCenters, government agencies, and private industry in terms of costcontrol, quality of work and compliance with performance schedule;location in the general geographical area of the project and knowledgeof local conditions, acceptability under other appropriate evaluationcriteria. Firms will be screened by the evaluation board, scored andranked according to score. The five most qualified firms will beinvited to interview with the selection board and will again benumerically scored. The firm with the highest score will be selectedand asked to negotiate a fair and reasonable price. THIS IS NOT A REQUEST FOR PROPOSALS. THERE ARE NO SOLICITATIONDOCUMENTS AVAILABLE.
